Recommendation |
1. |
Adopt a resolution approving a California Department of Boating and Waterways Grant Application in the Amount of $9,500 for the Vessel Pumpout Facility Installation Project at the Coyote Point Marina. |

Authorize the Director of the Environmental Services Agency to execute and submit the grant application and any other subsequent documents related to the grant. |

Background |
The California Department of Boating and Waterways administers grant funds from the Federal Clean Vessel Act for the installation of sewage pumpout facilities used to empty sewage holding tanks on vessels. These grant funds may be used for new pumpout equipment installations or for the replacement of existing facilities.
The Federal grant funds that are administered by the California Department of Boating and Waterways provide 75% of the cost for the purchase and installation of the pumpout facility. The California Department of Boating and Waterways funds the remaining 25% directly from their budget to the Grantee. The term of the grant agreement is seven years. The grant agreement requires that installation of the pumpout facility be completed within one year. |

Discussion |
The existing pumpout equiment at the Coyote Point Marina is 11 years old. This grant would provide for upgraded pumpout equipment that utilizes a more technologically efficient system, which is easier for the boater to use, safer to the environment, and less costly to maintain. Additionally, with this grant, a porta-potti dump station will be installed at the launch ramp area. The estimated total cost for the new system is $12,664.
The California Department of Boating and Waterways requires a resolution by the County Board of Supervisors before the grant of Federal funds in the amount of $9,500 may be awarded. The remaining 25% of the project costs, estimated at $3,164, will be paid directly from the California Department of Boating and Waterways' budget directly to the County and will not require a resolution or grant application. |
