Agreement with the San Francisco Redevelopment Agency for the Housing Opportunities for Persons with AIDS Grant

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute an agreement with the San Francisco Redevelopment Agency (SFRA) for the Housing Opportunities for Persons with AIDS (HOPWA) Grant for fiscal year 2002-03.

 

Background

The AIDS Program receives HOPWA funding through a multiple year Federal Act administered by the Department of Housing and Urban Development (HUD). The purpose of this Act is to provide local communities with the resources to meet the housing and supportive service needs of persons with HIV/AIDS. HUD awarded a grant to the San Francisco Eligible Metropolitan Area (EMA), which includes San Francisco, San Mateo, and Marin counties. Funds for the San Francisco EMA are managed by the San Francisco Redevelopment Agency (SFRA) and each county receives a portion of the total award based on the number of persons living with AIDS in its jurisdiction. HOPWA funds may be used over a three-year period from the date of the award to the SFRA.

 

The San Mateo County AIDS Program (SMCAP) has been successfully providing housing services, transitional housing, attendant care, and case management services to people with HIV/AIDS for over a decade. Over the years SMCAP has helped numerous clients maintain stable housing, which in turn has enabled them to keep their medical appointments and adhere to increasingly complex medication regimes, and manage a myriad of complexities brought by their illness. These services are provided by qualified Contractors who have participated in the Request for Proposals (RFP) process issued by SMCAP.

 

Discussion

The SFRA has awarded SMCAP $755,000. Funds from this grant will be used to provide short-term rent and mortgage assistance ($299,912); case management and attendant care services ($394,086); program sponsor administrative expenses ($46,501); and sub-grantee administrative expenses ($14,501). Except for the minimal amount used for sub-grantee administrative funds, all of this grant will be used to contract services with the primary service providers.

Vision Alignment

The contract with SFRA allows the AIDS Program to keep the commitment of ensuring basic health and safety for all and goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. It also keeps the commitment of offering a full range of housing choices and goal number 9: Housing exists for people at all income levels and for all generations of families. The contract contributes to these commitments and goals by providing an HIV Housing Assistance Program and improving the quality of life for those living with this disease.

 

Fiscal Impact

The term of this agreement is July 1, 2002 through June 30, 2003. The total award for fiscal year 2002-03 is $755,000. These funds have been included in the recommended 2002-03 AIDS Program budget. Expenditures and revenue for services provided under this agreement, including reimbursement for administration and monitoring of the contract being performed by existing AIDS Program staff, are covered by the HOPWA allocation; there is no net county cost.
