Agreement with El Concilio of San Mateo County

   

Recommendation

Adopt a resolution authorizing the President of the Board to execute an agreement with El Concilio of San Mateo County to provide outreach intervention and testing referral services and prevention case management for people with HIV/AIDS.

 

Background

The San Mateo County AIDS Program provides comprehensive HIV/AIDS services including education and prevention, surveillance, HIV testing and counseling, early intervention, health care, clinical trials, social services, and advocacy. The goal of these services is to increase awareness of the transmission and prevention of HIV/AIDS; to facilitate early care and intervention by connecting people with services; and to improve the quality of life for those living with the disease in San Mateo County.

 

On August 14, 2001, your Board approved a Master Grant Agreement (MGA) with the California Department of Health Services for the term of July 1, 2001 to June 30, 2004 for early intervention services, case management, AIDS surveillance, anonymous testing, high risk testing outreach, a youth social marketing campaign, and prevention education services. On December 21, 1999, your Board adopted a resolution accepting a grant from the federal Center for Substance Abuse Treatment (CSAT) for residential and non-residential drug treatment, health education and case management services for the period of October 1, 1999 to September 30, 2002. Therefore, the period of services for the Case Management portion of the Agreement is for the three months of July 1, 2002 to September 30, 2002.

 

Discussion

The contract with El Concilio of San Mateo is a renewal of their existing contract for street outreach intervention and testing referral services for high-risk individuals and prevention case management.

 

Requests for proposals (RFPs) were issued for a three-year period for the services provided to clients. Contracts are awarded annually to reflect available funding from diverse sources.

This contract includes some services that are due now for a new RFP. The AIDS Program will be issuing new RFPs during the course of the next year. Risk Management and County Counsel have reviewed and approved this agreement.

Vision Alignment

The contract with El Concilio of San Mateo keeps the commitment of ensuring basic health and safety for all and goal number 5: Residents have access to healthcare and preventive care. It also keeps the commitment of goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. The contract contributes to these commitments and goals by providing HIV outreach intervention and testing and prevention case management to improve the quality of life for those living with, or at risk for, HIV/AIDS.

 

Fiscal Impact

The term of the agreement is July 1, 2002 through June 30, 2003. The maximum amount of funding for this agreement is $50,421: $22,921 from CSAT for prevention case management, and $27,500 from the MGA for outreach intervention and testing referrals services for high-risk individuals. All program expenditures are included in the recommended 2002-2003 AIDS program budget. There is no net county cost for this agreement.
