Agreement with Free at Last

   

Recommendation

Adopt a resolution authorizing the President of the Board to execute an agreement with Free at Last for the provision of HIV street outreach intervention and testing referral services for high-risk individuals; residential and non-residential drug treatment services for people with HIV/AIDS; and HIV prevention case management.

 

Background

The San Mateo County AIDS Program provides comprehensive HIV/AIDS services including education and prevention, surveillance, HIV testing and counseling, early intervention, health care, clinical trials, social services, and advocacy. The goal of these services is to increase awareness of the transmission and prevention of HIV/AIDS; to facilitate early care and intervention by connecting people with services; and to improve the quality of life for those living with the disease in San Mateo County.

 

On August 14, 2001, your Board approved a Master Grant Agreement (MGA) with the California Department of Health Services for the term of July 1, 2001 to June 30, 2004 for early intervention services, case management, AIDS surveillance, anonymous testing, high risk testing outreach, a youth social marketing campaign, and prevention education services. Your Board also approved an Agreement with City and County of San Francisco for Ryan White Comprehensive AIDS Resources Emergency Act for direct services to clients with HIV/AIDS, including dental care, housing assistance, food services, mental health services, substance abuse treatment, dietitian services, attendant care, and basic client support.

 

On December 21, 1999, your Board adopted a resolution accepting a grant from the federal Center for Substance Abuse Treatment (CSAT) for residential and non-residential drug treatment, health education and case management services for the period of October 1, 1999 to September 30, 2002. Therefore, the period of services for the Case Management portion of the Agreement is for the three months of July 1, 2002 to September 30, 2002.

 

Discussion

Free at Last has been successfully providing HIV testing outreach; residential and outpatient drug treatment to people living with HIV; and HIV Prevention Case Management in the areas of East Palo Alto, East Menlo Park and Redwood City. Requests for proposals (RFPs) were issued for a three year period for the services provided to clients. Contracts are awarded annually to reflect available funding from diverse sources. This contract includes some services that are due now for a new RFP. The AIDS Program will be issuing new RFPs during the course of the next year. Risk Management and County Counsel have reviewed and approved this agreement.

Vision Alignment

The contract with Free at Last keeps the commitment of ensuring basic health and safety for all and goal number 5: Residents have access to healthcare and preventive care. It also keeps the commitment of goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. The contract contributes to these commitments and goals by providing education on preventing HIV, drug treatment, and prevention case management to improve the quality of life for those living with HIV/AIDS.

 

Fiscal Impact

The term of the agreement is July 1, 2002 through June 30, 2003. The maximum amount of funding for this agreement is $173,056: $32,306 for case management, $50,000 for residential and non-residential drug treatment services and $90,750 for street outreach intervention and testing referrals services. All program expenditures are included in the Public Health budget for FY 2002-2003. A maintenance of County effort is required for all CARE funding which amounts to the net County cost for the AIDS Program for 2001-02, i.e., approximately $339,731.
