Agreement with Mateo Lodge, Inc.

 

Recommendation

Adopt a resolution authorizing the President of the Board

    1. to execute an agreement with Mateo Lodge for the provision of residential care services, and

    2. to delegate signing authority for the Health Services Director to execute amendments and minor modifications up to an aggregate of $25,000.

 

Background

Mateo Lodge, Inc., has provided residential and other mental health treatment services to San Mateo County clients for more than two decades. Agency services are focused on providing low cost community-based alternatives for mental health adult clients who otherwise would have to live in locked psychiatric facilities, board and care homes, homeless shelters, or on the streets.

 

Under the Mental Health Division's plan for contracted services, residential and supportive services are in the "any qualified provider" category. Any provider in the category may submit proposals at any time for consideration by the Division, since there are too few providers for this critical service. The Division evaluates proposals based on quality and cost factors.

 

Discussion

Mateo Lodge, Inc., provides transitional residential treatment for seriously mentally ill adults at Wally's Place and rehabilitation services including housing at Cassia, Tapia, and Humbolt House. Rehabilitation services are designed to support clients in a variety of community living arrangements and to assist clients in finding or maintaining permanent housing, employment, education, health care and mental health services. In addition, Mateo Lodge, Inc. has a mobile support team that provides outreach and rehabilitation services to individuals who are homeless and mentally ill.

Vision Alignment

This agreement with Mateo Lodge keeps the commitment to Ensure Basic Health and Safety for All and goal number 8: Help vulnerable people-the aged, disabled, mentally ill, at risk youth, and others- achieve a better quality of life. The agreement contributes to this commitment by providing residential, rehabilitation and support services for vulnerable mentally ill clients.

 

Fiscal Impact

The term of this agreement is July 1, 2002, through June 30, 2003. The agreement has been reviewed and approved by Risk Management and County Counsel.

 

The contract total is $1,378,036 and has been included in the recommended Mental Health Services Division FY 2002-03 budget. It is projected that $1,075,220 will be covered by federal Medi-Cal and state match to Medi-Cal. PATH and SAMHSA federal grants will cover $62,204 and $97,940, respectively. Sales tax provided through realignment will cover $114,101. The net County cost is $28,571, which is the required match for the PATH and MIOCR grants.

 

We are requesting that the Director of Health Services be given signing authority to execute amendments and minor modifications up to an aggregate of $25,000 for the term of the agreement.
