Agreement with James Meier, M.D.

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute an agreement with James Meier, M.D.

 

Background

Dr. James Meier has provided Obstetrical/Gynecological (OB/GYN) services including the management and supervision of those services since 1970. For the past four years, these services have been provided as a subcontractor to the Medical Associates of San Mateo County (MASMC). As of March 31, 2002, the San Mateo County Health Center no longer contracts with MASMC for OB/GYN services. On March 26, 2002, your Board approved a short-term Memorandum of Agreement to give the Department of Hospital and Clinics time to negotiate a mutually agreeable long-term agreement for OB/GYN services.

 

Discussion

OB/GYN services are provided under the general direction of the Chief Executive Officer of Hospital and Clinics. Monitoring and evaluation of the quality of service provided by contractor are accomplished through peer review by the Quality Assurance Committee and the Executive Committee of the medical staff. This agreement now includes services previously provided by Stanford physicians at the Willow Clinic.

 

Vision Alignment

This agreement keeps the commitment to Ensure Basic Health and Safety for All and goal number 5: Provide residents access to healthcare and preventive care. The MOA contributes to this commitment and goal by continuing to provide OB/GYN services to county patients.

 

Fiscal Impact

The term of the agreement is three years from July 1, 2002 through June 30, 2005. The maximum amount for the three-year term of the agreement is $6,168,000. The County is projecting a $732,000 reduction in county cost. The replacement of Stanford provided services at the Willow Clinic results in an overall saving of $132,000 in reduced costs to Stanford and $600,000 in additional reimbursement.

This agreement pays Dr. James Meier and his participating physicians a monthly rate of $171,333 with a maximum yearly amount not to exceed $2,056,000. Funding for FY2002-03 is included in the Adopted Budget for Hospital and Clinics. Funds for FY2003-04 and FY2004-05 will be included in future year budget requests
