Agreement with Youth and Family Assistance (YFA)

 

Recommendation
Adopt a resolution authorizing execution of an Agreement with Youth and Family Assistance (YFA) in the amount of $120,000. The term of the Agreement is August 1, 2002 through June 30, 2005.

 

Background
Children's Collaborative Action Team (CCAT) is the designated Child Abuse Prevention Council of San Mateo County. CCAT is responsible for distribution of child abuse prevention funds. CCAT is also the lead agency in the development of the three-year plan to implement Child Abuse Prevention, Intervention and Treatment and Community Based Family Resource and Support Programs in San Mateo County. These programs include the Warmline, which is an easily accessible, self-referral phone line that provides parents with confidential and free referral services to available parenting community resources in the County.

 

Discussion

On March 6, 2002, CCAT released a Request for Proposal (see attached RFP Matrix), to contract for Child Abuse Prevention/Intervention, "Warmline" and Family Resource Center Services. This RFP reflected San Mateo County's three-year plan and its efforts to support the integration of local prevention/family activities in San Mateo County.

On May 2, 2002, a subcommittee appointed by CCAT met and made recommendations for allocation of the child abuse prevention funds. YFA was once again recommended to receive funds to continue "Warmline Services" in San Mateo County.

County Counsel has reviewed and approved this Agreement as to form.

Vision Alignment

The contract with YFA keeps the commitment of: Ensuring basic health and safety for all and goal number 6: Children grow up healthy in safe and supportive homes and neighborhoods. The contract contributes to this commitment and goal since YFA will help individuals in the community by providing immediate emotional support and crisis intervention, information, and referrals to other community resources.

 

Fiscal Impact

The term of the Agreement is August 1, 2002 through June 30, 2005. The total obligation is $120,000. This Agreement is 100% funded through birth certificate fees as specified by AB2994. There is no Net County Cost.

24-Hour Child Abuse Information and Referral Line for San Mateo County Residents

1. General Description of the RFP

To contract for Child Abuse Prevention/Intervention, "Warmline" and Family Resource Center Services for FY 2003-05.
