Resolution authorizing execution of agreement with Clara-Mateo Alliance, Inc. to provide emergency and transitional shelter for homeless families and individuals, and authorizing the Director of the Human Services Agency to execute subsequent amendments and minor modifications not to exceed $25,000 per funding source

 

Recommendation

Adopt a Resolution which:

1.

Authorizes execution of an agreement with Clara-Mateo Alliance, Inc. to provide emergency and transitional housing for homeless families and individuals; and

2.

Authorizes the Director of the Human Services Agency to execute subsequent amendments and minor modifications not to exceed $25,000 per funding source

   

Background

The Clara-Mateo Alliance Shelter, located on the grounds of the Veteran Administration in Menlo Park, opened in 1997, originally operated in conjunction with the Salvation Army. Clara-Mateo Alliance ended their partnership with the Salvation Army and became their own nonprofit 501(c)(3) corporation in the beginning of 2000.

Originally serving only homeless individuals, Clara-Mateo expanded their services for both families and individuals. The Elsa Segovia Center, which opened May 2002 provides an array of services designated to meet the needs of homeless and at-risk women, children and families.

 

Discussion

The Agreement term is August 1, 2002 through June 30, 2003 in the amount of$100,000 in CDBG funds, $37,363 CalWORKS and $6,300 in Center for Substance Abuse Treatment (CSAT) funds, a total of $143,663. The Clara-Mateo Alliance provides emergency shelter with an emphasis on treatment, three meals per day, and case management with coordinated access to treatment for all residents. The VA Palo Alto Health Care System provides in-kind facilities, utilities and clinical/program supervision including 24-hour on site doctor and nursing coverage.

The Agreement has been reviewed and approved by the County Counsel's Office. Risk Management has reviewed and approved the contractor's insurance coverage.

 

Vision Alignment

This action keeps the commitment to offer a full range of housing choices and goal number 9: Housing exists for people at all income levels and for all generations of families. The action contributes to this commitment and goal by providing emergency and transitional housing for homeless families and individuals.

 

Fiscal Impact

This Agreement is funded $100,000 in CDBG funds, $37363 in CalWORKs and $6,300 in CSAT funds. There are no General Funds used in this project.
