RESOLUTION 608-C APPROVING APPLICATIONS TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR OPERATING SUBSIDY FOR THE FISCAL YEARS ENDING JUNE 30, 2002 AND JUNE 30, 2003 AND AUTHORIZING THE EXECUTIVE DIRECTOR (DIRECTOR OF THE OFFICE OF HOUSING) AND THE MANAGER OF HOUSING OPERATIONS TO FILE ANY DOCUMENTS NECESSARY TO COMPLETE THE APPLICATIONS.

 

Recommendation

Adopt Resolution 608-C approving applications to the Department of Housing and Urban Development for Operating Subsidy for Fiscal Years ending June 30, 2002 and June 30, 2003, and authorizing the Executive Director (Director of the Office of Housing) and the Manager of Housing Operations to file any documents necessary to complete the applications.

 

Background

The toxic soils problem that has plagued Midway Village for many years went through its final major remediation. The work was conducted in the fall and winter of 2001 under the jurisdiction of the State of California Department of Toxic Substances Control. The program included the relocation of the residents in the work area. All vacant units were kept unoccupied until completion of the remediation.

 

The resultant vacancies caused a significant loss of rental income. This has been exacerbated by the difficulty in refilling the vacant units. The negative publicity surrounding the toxic soils issues at Midway Village has caused many applicants to reject offers of possible tenancy.

 

However, several months ago staff learned that there was a possibility that funds could be available from HUD to partially offset the $300,000 in estimated dwelling rental loss. Staff quickly prepared the necessary applications and transmitted them to HUD for review. HUD has requested certifications for each application before they continue processing.

 

Subject to approval and availability of funds, the Authority would be eligible to receive as much as $50,976 for the Fiscal Year ending June 30, 2002 and $96,182 for the Fiscal Year ending June 30, 2003.

 

Discussion

The certifications requested by HUD state that the applications are in compliance with the regulations necessary to file the applications.

 

The certification has been approved by the County Counsel's Office as to form.

 

Vision Alignment

The applications keep the commitment stated in goal #9 - "Housing exists for people at all income levels and for all generations of families" by providing funds to continue to operate Midway Village and make quality housing available to the residents of the County of San Mateo.

 

Fiscal Impact

None. There is no cost associated with this action. All funds being requested come from the U. S. Department of Housing and Urban Development.
