Hall of Justice South Elevators Control System Replacement

Recommendation

Adopt a resolution awarding and authorizing execution of a contract to replace the elevator control systems, upgrade the elevator cabs and provide new hoist ropes for the south elevators in the Hall of Justice.

 

Previous Board Action

Adopted Resolution No. 65323 on June 4, 2002, adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the proposed work.

 

Discussion

On July 9, 2002, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the base bid of:

at $251,215 was the lowest base bid received. The Engineer's Estimate was $270,000. A summary of the bids received is as follows:

We have reviewed the contract documents and have determined the Affirmative Action Program submitted by Star Elevator is in accordance with the current Affirmative Action Guidelines; and we have also confirmed that they are in compliance with the equal benefit provisions of the County Ordinance Code.

 

We are also recommending that the additive bid work be done at this time which includes adding sound insulation, new exhaust ventilation fans, stainless steel door finish, interior panels and trim, lighting, and flooring to the elevator cabs; and the replacement of the hoist ropes which is required by recent State elevator inspections. The work is less expensive if done in conjunction with the base bid work.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to ensure basic health and safety for all, and Goal Number 7, "maintain and enhance the public safety of all residents and visitors," as the work will maintain the elevators that are used by both the public and County employees that have business or work in the Hall of Justice.

 

Fiscal Impact

The total estimated cost of construction including additive work, and a ten percent (10%) contingency is $306,000. The contingency will be used to pay the contractor for any unforeseen work that is authorized by executed contract change orders. Unauthorized work will not be paid for. The project is included in the 2002-2003 Capital Projects Budget and is financed with General Funds, Courthouse Construction Funds, Prop 172 Funds, and Minor Capital Project Funds.

 

A form of resolution has been approved by County Counsel.
