RESOLUTION AUTHORIZING THE ESTABLISHMENT OF THE CHILDREN'S HEALTH INITIATIVE COALITION; NAMING THE CHILDREN'S HEALTH INSURANCE PROGRAM "HEALTHY KIDS"; IDENITFYING THE PENINSULA COMMUNITY FOUNDATION AS THE FUNDHOLDER; APPOINTING THE HEALTH PLAN OF SAN MATEO AS THE PLAN ADMINISTRATOR; AND DESIGNATING THE HEALTH SERVICES AGENCY AS THE LEAD AGENCY OF THE COALITION

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, an estimated 17,000 uninsured children live in San Mateo County, with 14,600 residing in households earning an annual income below 400% FPL; and

 

WHEREAS, with the advent of the San Mateo Community Access (CAP) Program, a number of County and community groups have been working for the past year on the development of universal a health care program, which would provide health insurance to all children up to 400% FPL who are not eligible for Medi-Cal or Healthy Families and who are not already enrolled in an employer-sponsored insurance program; and

 

WHEREAS, the Health Services Agency has formed the Children's Health Initiative Coalition to serve as the decision-making body for the planning and development of both the Healthy Kids Program and outreach and enrollment strategies to ensure comprehensive coverage for all San Mateo County children; and

 

WHEREAS, the Children's Health Initiative Coalition consists of representatives from the San Mateo County Hospital Consortium, Children and Families First Commission, Central Labor Council, Peninsula Community Foundation, Health Plan of San Mateo, and San Mateo County Health Services and Human Services Agencies, and representatives from these organizations take lead roles in subcommittees working on various aspects of the Initative; and

 

WHEREAS, the Coalition recommends the Board officially establish the Children's Health Initiative Coalition as the decision-making body for the project to provide universal health care to all children in San Mateo County and name the newly developed insurance program "Healthy Kids", identify the Peninsula Community Foundation as the Fundholder, appoint the Health Plan of San Mateo as the Plan Administrator, and designate the Health Services Agency as the lead agency of the Coalition:

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Children's Health Initiative Coalition is the decision-making body for the project to provide universal health care to all children in San Mateo County, the name of the newly developed insurance program is "Healthy Kids", the Peninsula Community Foundation is the Fundholder for of private and public (non-county) funding raised for the Healthy Kids program, the Health Plan of San Mateo is the Plan Administrator, and the Health Services Agency is the lead agency of the Children's Health initiative Coalition.
