RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT WITH THE HUMAN INVESTMENT PROJECT TO PROVIDE A HOMESHARING HELP AND INFORMATION PROGRAM AND TO AUTHORIZE THE DIRECTOR OF THE HUMAN SERVICES AGENCY TO EXECUTE SUBSEQUENT AMENDMENTS AND MINOR MODIFICATIONS NOT TO EXCEED $25,000 PER FUNDING SOURCE

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, pursuant to Section §570.201 Title 24 of the Code of Federal Regulations regarding the Community Development Block Grant (CDBG) Program, funding assistance may be used to fund eligible activities to be carried out by private nonprofit entities which are duly organized to undertake community development activities or by public agencies; and

WHEREAS, The Human Investment Project has applied for funding to provide homesharing and information services to the residents of San Mateo County; and

WHEREAS, on May 7, 2002, the Board of Supervisors approved the CDBG/Emergency Shelter Grant funding for FY 2002-2003, which included funding for permanent affordable housing through the Human Investment Project; and

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance, an agreement between the County of San Mateo and the Human Investment Project, reference to which is hereby made for further particulars, and the Board of Supervisors has examined and approved the same as to form and content and desires to enter into the same;

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors be, and is hereby authorized and directed to execute said agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the Presidents signature thereto.

IT IS FURTHER RESOLVED, that the Director of the Human Services Agency shall be authorized to execute subsequent amendments and modifications to this Agreement during the term of the Agreement, provided, however, that such authority is limited to (a) reducing or increasing the County's maximum fiscal obligation in the event that there is a commensurate reduction or increase in funding received by the County; further provided, however, that such increase shall be limited to a total of $25,000 per funding source; and (b) making changes in the types of services and activities provided by the Contractor, provided that such changes shall have no impact on the County's maximum fiscal obligation to the Contractor.
