Jobs Now and One-Stop Career Center Services - a Third Amendment to the Agreement with Opportunities Industrialization Center-West (OICW)

 

Recommendation

Adopt a resolution authorizing the execution of a Third Amendment to the Agreement with OICW to provide Jobs Now and One-Stop Career Center Services during PY 2002-03 increasing the amount of the Agreement by $459,744 for a total Agreement obligation of $2,224,504. In addition, this Third Amendment extends the term of the Agreement to June 30, 2003.

 

Background

On July 25, 2000, the Board approved an Agreement with OICW for the purpose of closeout activities for the Job Training Partnership Act (JTPA), and to provide WorkFirst One-Stop Career Center services during the period of July 1, 2000 through June 30, 2002, for a total Agreement obligation of $1,415,612.

 

On November 28, 2000, the Board approved a First Amendment to the Agreement to add Comprehensive Year-Round Youth Services and extended the term of the Agreement to September 30, 2002. The First Amendment increased the Agreement by $480,160 for a total Agreement obligation of $1,895,772.

 

On January 8, 2002, the Board approved a Second Amendment to the Agreement for the purpose of reallocating funds in the amount of $131,012 for PY 2001-02. This Amendment reduced the funds from the One-Stop Career Center Services in Menlo Park for PY 2001-02 to support the expansion of the PeninsulaWorks One-Stop system.

 

Discussion

OICW, through its Jobs Now program, will continue to provide employment and training services for Agency referred public assistance recipients residing in East Palo Alto. OICW provides job preparation workshops, employment counseling, structured job search and vocational training as an integrated component of the Agency's employment and training services. In addition, OICW operates one of the four PeninsulaWorks One-Stop Employment Centers, and has done so since their inception in July 2000. The Human Services Agency's (HSA) CalWORKs eligibility staff continues to be stationed at OICW to ensure the maximum integration of services and to provide a clear employment focus for public aid recipients. In sum, there are a variety of employment services offered at OICW on behalf of the County CalWORKs program (Jobs Now); the State (WIA case management, training and placement services); and the community (PeninsulaWorks One-Stop Employment Center).

 

When the Workforce Investment Act (WIA) Program began in San Mateo County, the Board of Supervisors nominated a Workforce Investment Board (WIB) to oversee and monitor WIA funds and services. HSA acts as the fiscal and administrative agent for the WIB and WIA funds. At that time, the Workforce Investment Board selected OICW as one of the One-Stop Operators for PeninsulaWorks Menlo Park. Since that time, OICW has received WIA and CalWORKs funding to operate the One-Stop Center and the Workfirst Program (referred to as Jobs Now). Since the WIB recommended OICW to operate this Center, we are asking for a waiver of the RFP process until at which time the WIB considers an RFP or desires another provider.

The Agreement with OICW keeps the commitment of: Creating opportunities for every household to participate in our prosperity and goal number 17: All households experience real gains in income. The Agreement with OICW contributes to this commitment and goal by supporting employment and training services that assist individuals in finding gainful employment and reaching self-sufficiency.

 

Fiscal Impact

This Amendment increases the Agreement by $459,744 for PY 2002-03, which makes the total Agreement obligation $2,224,504. These funds are comprised of WIA and CalWORKs funds and will have no impact on the General Funds.
