Execution of an agreement with Data Systems Group in an amount not to exceed $215,845.

 

Recommendation

1) Adopt a resolution executing an agreement with Data System Group "DSG" in an amount not to exceed $215,845; and

 

2) Waive the Request for Proposal process.

 

Background

Since 1990, Data Systems Group has been working with the County supplying support and programming for the insurance claims editor program in the Hospital & Clinics Business Services Office. This vendor was selected because it was one of the first vendors to develop in-house Medical electronic claims processing software. DSG has now expanded its software capabilities to include Medicare and private insurance claims. In addition to Hospital & Clinics the Mental Health Department is going to start using the Data Systems Group claims editor to process their insurance claims.

 

Discussion

The new hardware and upgrade of the Data Systems Group software will help the department perform the claims editor function more efficiently. The new version eliminates paper work lists and has the ability to sort unbilled insurance claims with user defined specifications. Also, the new features of ODBC (Open Database Connectivity) reporting will give the department a better reporting tool to capture insurance claim information. We request the waiving of the Request for Proposal process for these services because of the conversion to the new computer system. DSG has worked extensively with County staff to interface the new SMS software with DSG processing product. With this agreement the software and hardware currently in use will be removed and the hospital would resume manual paper claims processing.

 

Vision Alignment

Extending the contract with Data Systems Group keeps the commitment to responsive, effective, and collaborative government, specifically goal number 22: County and local governments effectively communicate and collaborate in order to develop strategic approaches on issues affecting the entire County. This contract contributes to this goal because Data Systems Group is assisting San Mateo Medical Center in facilitating effective communication and collaboration between County departments and state, federal and private insurance agencies.

 

Fiscal Impact

There will be no fiscal impact. Funding for this agreement is included in the ISD proposed fiscal year 2002-2003 budgets.
