Execution of an amendment to an agreement with Bipin Bedi

 

Recommendation

Adopt a resolution executing an amendment that increases the amount and extends the term of the agreement with Bipin Bedi in an amount not to exceed $195,600.

 

Background

Mr. Bedi entered into a contract about a year ago to provide programming support for various Criminal Justice Information Systems (CJIS) projects for ISD. He has been productive over the past 12 months. The need for continuing CJIS programming support is still evident and the CJIS departments have noted in the budget meetings to date that their will be a continuing need for further development of the product. His contract is structured to reflect a lower rate, relative to the high level of productivity we have received to date.

 

Discussion

ISD would like to extend the contract by six months and increase the dollar amount by $67,600 in order to meet departmental expectations for various CJIS projects. CJIS holds the integrated justice activities of the Sheriff, Courts and District Attorney and, as such, is one of the few such integrated justice software packages in use in this country. The development and maintenance of such a product requires a great amount of technical skill. Mr. Bedi has shown himself to be a very competent performer, is familiar with the nuances of CJIS as implemented in the County and quickly learns new skills as needed. CJIS has a number of funded enhancement projects that require additional resources, particularly the Automated Warrant Project, that Mr. Bedi is currently working on and he is also involved with the ongoing maintenance changes to the system. Retaining the services of Mr. Bedi at an hourly rate of $65 allows the department to eliminate a more expensive contractor. Therefore, ISD recommends this amendment for approval based upon Mr. Bedi's high level of technical skill, which is required on the CJIS project and because he has shown a proclivity for very productive work on this integrated justice system and the associated cost savings.

 

Vision Alignment

Extending the contract with Bipin Bedi keeps the commitment to responsive, effective, and collaborative government, specifically goal number 22: County and local governments effectively communicate and collaborate in order to develop strategic approaches on issues affecting the entire County. This contract contributes to this goal because Bipin Bedi is assisting in the Criminal Justice Information Services projects which facilitate effective communication and collaboration between County departments.

 

Fiscal Impact

Funding for this agreement is included in the ISD proposed fiscal year 2002-2003 budget.
