The Reconstruction of a Portion of Camp Pomponio Road (Honor Camp Road) - La Honda Area (County Project No. X2500 - F36 [312A])

 

Recommendation

Adopt a resolution awarding and authorizing execution of a contract for the reconstruction of a portion of Camp Pomponio Road.

 

Previous Board Action

Adopted Resolution No. 65465 on July 30, 2002, adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the above referenced project.

 

Discussion

On August 20, 2002, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the bid of:

at $183,385 was the lowest bid received. The low bid at the time of the bid opening was from Half Moon Bay Grading & Paving, Inc. However, due to an arithmetic error in the extension of unit pricing in the bid proposal submitted by C.F. Archibald Paving, Inc., it was determined that they were the lowest bidder. The Engineer's estimate was $250,000. A summary of the bids received is as follows:

We have reviewed the contract documents and have determined that the affirmative action program of C.F. Archibald Paving, Inc. is in accordance with the current Affirmative Action Guidelines.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to "ensure basic health and safety for all" and Goal Number 7 "maintain and enhance the public safety of all residents and visitors," as the proposed project improves access to a County facility for both staff and the public.

 

Fiscal Impact

Your Board approved an appropriation of $300,000 in 1/2 Cent Transportation Funds to make improvements to this road which provides access to the Sheriff's Honor Camp Facilities. The project as bid makes repairs and resurfaces approximately one (1) mile of the road. We are recommending that the contingency amount be increased over the normal 10% (approximately $18,000) to 35% (approximately $64,000) in order that we can maximize the improvements that can be done to the road within the approved appropriation and under this contract. The contract was bid on a unit price basis and the 35% contingency will allow us to repair and resurface approximately an additional 0.2 miles. The total estimated cost of construction with a 35% contingency is $248,000. A contract change order will be written to extend the limits of the work and the contractor will be paid for the extra work based on the unit prices that he submitted for this contract.

 

There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
