SUBJECT:

Seismic Retrofit of the 5th Floor of the San Mateo County Hall of Justice and Records, Redwood City (Project P2201)

 

Recommendation

Adopt a resolution awarding and authorizing execution of a contract for the Seismic Retrofit of the 5th Floor of the San Mateo County Hall of Justice and Records.

 

Previous Board Action

Adopted Resolution No. 65402 on June 25, 2002, adopting Plans and Specifications, determining prevailing wage scales, and calling for sealed proposals for the above-mentioned project.

 

Discussion

On July 23, 2002, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the base bid of:

at $1,194,938 was the lowest base bid received. The Engineer's estimate was $995,000.

The deductive alternate, which eliminates the revised panel connections at the roof, is being recommended at this time due to cost constraints. Therefore the low bid without this work is $965,528. We believe the bid is reasonable and therefore are recommending awarding the contract without this work included. The roof parapet work will be included and rebid in the final phase of the project which will be initiated after completion of the Fifth Floor work.

 

This project has been coordinated with the Probation Department, as their offices on the 5th floor will be temporarily vacated to facilitate the retrofit work.

 

We have reviewed the contract documents and determined that the affirmative action program of Gonsalves and Stronck Construction Company is in accordance with the current Affirmative Action Guidelines.

 

Vision Alignment

We believe our recommendation is consistent with Goal Number 7, "maintain and enhance the public safety of all residents and visitors" of the Shared Vision Commitment to "ensure basic health and safety for all," as the seismic retrofit will improve the building's resistance to earthquake loads.

 

Fiscal Impact

The total estimated construction cost of the project is $1,062,080, which includes a ten percent (10%) contingency. The contingency is used to pay the Contractor for any unknown or unforeseen work that may be required after the work is begun and the existing connectors are exposed.

 

The project was appropriated in the 2002-2003 Capital Projects Budget and is being financed with General Funds, Court House Construction Funds and Proposition 172 Funds.

 

A form of resolution has been approved by County Counsel.
