Maintenance Dredging of the Coyote Point Marina - San Mateo Area

 

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the Coyote Point Marina Maintenance Dredging Project.

 

Key Facts

1.

Periodic dredging of the Coyote Point Marina is required to provide safe navigational depths.

 

2.

The proposed project provides for the dredging of the approach channel, marina entrance and the basin area as both marina tenants, as well as visiting vessels, have on occasion run aground.

 

3.

The Parks and Recreation Division (Parks) of the Environmental Services Agency is concurrently in the process of obtaining all the necessary permits for the project as dredging is generally only permitted by the regulatory agencies from October 1st through November 30th in any given year.

 

Discussion

The consultant for Parks has completed the plans and specifications for the proposed dredging and Parks has determined that the project is exempt from the preparing of an environmental document as provided by State Code 21080, Article 19, Section 15034 (g) of the California Environmental Quality Act Guidelines. A Notice of Exemption for the project has been filed with the County Clerk.

 

We are recommending that your Board call for bids at this time while the necessary permits are being obtained in order to meet the time constraints as dictated by the regulatory agencies. We will not recommend awarding a contract until all approvals are received from the San Francisco Bay Conservation and Development Commission, San Francisco Bay Regional Water Quality Control Board, US Army Corps of Engineers and the Department of Fish and Game.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to "preserve and provide people access to our natural environment" and Goal Number 15 "residents have nearby access to green space such as parks and recreational opportunities," as the dredging will allow the boating public to continue to have access to the Bay for recreational opportunities from the Coyote Point Marina.

 

Fiscal Impact

The total estimated cost of the work is $1,000,000 and funds are available in the Marina Reserve Fund to finance this project. Parks will be recommending that your Board approve an appropriation transfer request to authorize the use of these funds once bids are opened and the low bidder is determined.

 

There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
