Recommendation |
Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County. |

Summary |
The salary ordinance changes herein represent: · reclassifying two positions · splitting one full time position into two half time positions · converting eleven positions from unclassified to classified status · adding one differential, and · adding one new classification These actions were approved by the County Manager's Office. |

Explanation: |
This is the conversion of one unclassified position to classified status. The position is used in support of the HIDTA program and was established as unclassified due to the uncertainty of long term funding. At this point it is reasonably clear that long term funding is more reliable and it is appropriate to convert it to classified status. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions. |

Add: A 10% differential for one employee in the Sheriff's Property Officer classification who is given lead responsibility for other Property Officer staff. |

Explanation: |
This is the addition of a differential for one staff member who is responsible for providing lead direction to other Sheriff's Property Officer staff. The Property Custody division is overseen by a Sergeant who also has significant responsibilities outside of the offices. This results in a lack of adequate staff direction at various times during the day and the addition of this differential will provide for appropriate on site leadership. This action results in no change in the total number of authorized positions. |

This is the conversion of ten unclassified positions to classified status. These positions were originally established through grant funding that and were appropriately created in the unclassified service. Since implementation, however, the positions have been integrated into the overall delivery structure and provide ongoing probation services to clients. As the positions are anticipated to fill an ongoing need it is appropriate to convert them to classified status. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions. |

This is the addition of one new classification of Supervising Child Psychiatrist to the Supervising Physician flexible staffing pattern. The classification of Supervising Physician has traditionally been used for supervising and performing psychiatric care for children. Over the last several years the number of physicians trained in child psychiatry has been decreasing and recruitment has become increasingly more difficult. This action will create a separate classification compensated at 10% higher than the Supervising Physician classification. This action represents a monthly salary and benefits cost of $660 based on filling the position at the top step of the range. There is no change in the total number of authorized positions. |
