Agreement with the California Department of Aging (CDA) for Title III E Family Caregiver Support Program of the Older Americans Act (OAA) of 1965 for FY 2002-04

 

Recommendation

Adopt a resolution authorizing:

1.

The President of the Board to execute an agreement with the California Department of Aging (CDA) for Title III E Family Caregiver Support Program of the Older Americans Act (OAA) of 1965 for FY 2002-04;

2.

The County Manager to execute amendments and minor modifications to this agreement, not to exceed $100,000; and

3.

The Director of Health Services to execute amendments and minor modifications to this agreement, not to exceed $25,000.

 

Background

Every four years the Area Agency on Aging (AAA) is required to submit a Planning and Service Area Plan for aging services to CDA. The state also requires that counties submit annual updates identifying revised goals and objectives for the coming fiscal year in order to claim their allotted OAA funds, which are determined through a statewide funding formula. The plan provides a profile of the County's senior population, identifies activities to improve and expand existing services as well as to develop new programs designed to address current countywide needs, and recommends services to be funded with San Mateo's OAA allocation.

 

On August 21, 2001, your Board approved the Strategic Plan for Services to Older Persons and Adults with Disabilities for 2001-05. This plan, together with the annual budget, fulfills CDA's requirements and generates a contract from CDA for funding.

 

Discussion

Aging and Adult Services has been awarded a grant by CDA for development and implementation of a Family Caregiver Support Program under the newly established Title III E of the Older Americans Act for fiscal year 2002-03. Funds from this grant are to provide services to family caregivers aged 18 and older who are providing care for individuals who are 60 years of age or older as well as grandparents and other relative caregivers aged 60 and over who are responsible for and living with grandchildren aged 18 and under in San Mateo County.

Services to be offered fall within five categories: Information, Assistance, Caregiver Support, Respite, and Supplemental Services. The services will be provided by community-based organizations. A Request for Proposals was developed and released in October 2001 following approval by the San Mateo County Commission on Aging. Contract awards were determined by an evaluation committee consisting of representatives from the Commission on Aging, Commission on Disabilities, New Beginning Coalition, Aging and Adult Services, and the Alameda County Area Agency on Aging.

 

County Counsel has reviewed and approved this agreement as to form and content.

 

Vision Alignment

The agreement with CDA for Title III E keeps the commitment of ensuring basic health and safety for all and goal number 8: People-Help vulnerable people-the aged, disabled, mentally ill, at-risk youth and others-achieve a better quality of life. Funds for Title III E programs will contribute to this commitment and goal by providing family caregiver support services such as respite, information, and supportive services for the caregiver.

 

Fiscal Impact

The term of this agreement is July 1, 2002 through June 30, 2004. Execution of this agreement with CDA allows the County to claim its allocation of OAA funding for Title III E for FYs 2002-04. The total grant amount of $285,357 for Title III E for FY 2002-03 is composed of federal funds only. In addition, the service providers participating in this program provide their own matching funds, thereby significantly expanding the funding available for senior services in San Mateo County. Revenues and expenses related to this agreement are included in Aging and Adult Services' approved budget for 2002-03. Funding for FY 2003-04 is to be determined at a later date and will be brought before the Board as an amendment for approval. There is no additional impact on the County General Fund as a result of this action.
