Continuation of Contracts for Alcohol and Drug Services

 

Recommendation

Adopt a Resolution authorizing the Controller to continue payments on Alcohol and Drug Services contracts from October 1, 2002 through the execution of new agreements, but in no event later than December 31, 2002.

 

Background

On June 4, 2002, the Board of Supervisors adopted a Resolution authorizing the Controller to continue payments on contracts with a number of alcohol and drug treatment providers. The contracts expired June 30, 2002. These contracts contain alcohol and drug treatment services funded by alcohol and drug block grant funding through the Combined Negotiated Net Amount and Drug/Medi-Cal (NNA) contract with the state, County funded treatment services and nonreimbursable services supported entirely through participant fees. These service modalities are paid at a flat monthly rate. Separate contracts contain Substance Abuse and Crime Prevention Act of 2000 (SACPA) and Drug Court funded services paid on a fee-for-service basis from an aggregate total.

 

Discussion

The Resolution authorizing continuation of payments will expire on September 30, 2002. The FY 2002-03 funding levels for County and NNA funded alcohol and drug treatment services continue to be uncertain at this point in the development of the state and County budgets, making it imprudent to negotiate new agreements for these service modalities at this time. Agreements for SACPA and Drug Court funded services are currently in review by the service providers. We anticipate presenting these agreements to the Board for approval in late October or early November. To assure the continuity of the continuum of treatment services a new Resolution authorizing continuation of payments through December 31, 2002 is requested at this time.

 

This Resolution has been reviewed and approved as to form by County Counsel's office.

 

Vision Alignment

These agreements keep the commitment to: Ensure basic health and safety for all and goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. These agreements contribute to this commitment and goal by providing individuals and families in San Mateo County with the skills and knowledge necessary to live alcohol- and drug-free lives, which in turn contributes to the health and safety of the communities in San Mateo County.

 

Fiscal Impact

The term of the continuing Resolution is from October 1, 2002 through the execution of new agreements, but in no event later than December 31, 2002. The total payments to contractors under the continuing Resolution will not exceed $1,389,910 for the services paid on a flat monthly rate, and $400,398 for services paid on a fee-for-service basis from an aggregate total. Payments to contractors will be limited to those service modalities which are continuing services where funding sources have been identified. There is no additional Net County Cost.
