Execution of an amendment to an agreement with ML Healthcare Consulting (MLHC), Inc.

 

Recommendation

Adopt a resolution executing an amendment that both increases the amount and extends the term of the agreement with ML Healthcare Consulting (MLHC), Inc. to an amount not to exceed $157,000.

 

Background

Over the past several years, the County has had many agreements with Independent Contractors to assist staff with projects and support for San Mateo Health Center automated systems. However, within the past two years, ISD has reduced the total number of contractor hours in its continued efforts to transition County staff into supporting and maintaining these systems. MLHC Inc. has been working with the County to assist with staff support, project completions and training for San Mateo Medical Center's Openlink software, which is the interface engine application that interfaces (connects) foreign systems to the H&C CORE System. Such systems are Laboratory, Radiology, Pharmacy, Medical Records, and Emergency departments.

 

Discussion

In order to transition Openlink support to County staff, a resource had to be identified who could dedicate the time necessary for training and actual support. This has been an issue within the Health Application division of ISD due to difficulties in finding qualified staff for the unit's vacancies. All existing staff has been fully committed to existing projects and systems. One staff member was trained on Openlink as a backup, but does not have the availability to dedicate the necessary hours to this system. In June of 2002, a qualified IT Analyst was hired and training has begun on the Openlink system. This amendment will increase the contract amount by $62,000 with an hourly rate of $95 and extend the term of the agreement with MLHC Inc. by sixty days in order to provide the hours necessary to complete the transition to County personnel. The transition was competed in August 2002. A full-time County position has recently been filled and we are currently transitioning the support and maintenance for Openlink to this employee. This amount would cover the cost for training and transitional meetings with ISD personnel, who will be responsible for the on-going support and maintenance of this specialized software systems and ultimately eliminate the need for this contractor.

 

Vision Alignment

Extending the contract with MLHC, Inc. keeps the commitment to responsive, effective, and collaborative government, specifically goal number 22: County and local governments effectively communicate and collaborate in order to develop strategic approaches on issues affecting the entire County. This contract contributes to this goal because MLHC, Inc. is assisting in the San Mateo County General Hospital projects which facilitate effective communication and collaboration between County departments.

 

Fiscal Impact

Funding for this agreement is included in the ISD proposed fiscal year 2002-2003 budget.
