Continuation of Contracts

Recommendation

Adopt a resolution authorizing the Controller to continue payments on contracts from September 30, 2002 through December 31, 2002.

Background / Discussion

Health Services has a number of contracts for services that expired on or before June 30, 2002 that were included in the Continuing Resolution approved by your Board on June 25, 2002 and are still pending completion. These contracts, listed in Attachment A, will be brought to you for renewal or extension within the next three months. The majority of the contracts are with providers within the Mental Health Managed Care network. This year, Mental Health is entering into multiple year contracts with these providers to make the process more efficient.

To ensure continued provision of services during this period, it is necessary to authorize the Controller to continue to make payments to these contracts at the existing rates through December 31, 2002. This resolution allows contractors to meet their commitments in a timely fashion and will allow the divisions time needed to complete negotiations. This resolution requires that all terms and conditions of the existing agreements are met.

Vision Alignment

This continuation of contracts keep the commitment of Ensuring Basic Health and Safety for All and goal number 8: Help vulnerable people-the aged, disabled, mentally ill, at-risk youth and others-achieve a better quality of life. It does this by allowing the Controller to continue to make payments on contracts at the existing rates through December 31, 2002 in order to ensure continuous provision of services to residents.

Fiscal Impact

Funds for the annual costs have been included in the Health Service's 2002-03 recommended budget.
