Agreement with Family Service Agency

Recommendation

 

Adopt a resolution authorizing the President of the Board:

    1. To execute an agreement with Family Service Agency (FSA) for the provision of mental health services for the Child Abuse Treatment Program, and

    2. To delegate signing authority for the Director of Health Services or her designee to execute amendments and minor modifications not to exceed the aggregate of $25,000 for the term of the agreement.

 

Background

 

FSA has provided child abuse treatment services for San Mateo County for over 18 years. In April 2001, the Mental Health Services Division issued a Notice of Pre-Proposal Survey for the Child Abuse Mental Health Treatment Program. Two agencies responded and only one agency, the Family Service Agency, had the capacity and experience to provide these services. In June 2001, FSA was selected to continue providing child abuse treatment services for San Mateo County youth and their families. Program services include assessment; specialized individual, group and family therapy; case management; and crisis intervention. Services are provided in northern, central, and southern office locations in the county and are available in both English and Spanish.

 

Discussion

 

For the contract term, Family Service Agency will continue to provide child abuse treatment services for San Mateo county youth who have been victims of sexual molestation, physical abuse and neglect. Services will also be provided to their families. Their services include assessment, group and family therapy; case management and crisis intervention. Services will be provided in both English and Spanish and 150 children and their families will be served. The goal of these intensive services is to prevent further abuse of the child and to maintain children in their homes, if at all possible.

Vision Alignment

 

The agreement keeps the commitment of ensuring basic health and safety for all and goal number 8: help vulnerable people-the aged, disabled, mentally ill, at risk youth, and others-achieve a better quality of life. The agreement contributes to this commitment and goal by providing mental health services for the Child Abuse Treatment Services Program.

 

Fiscal Impact

 

The term of the agreement is from July 1, 2002 through June 30, 2003, and contains the usual relationship of parties, hold harmless, and insurance clauses. Risk Management and County Counsel have approved the agreement.

 

The contract total is $772,733 and has been included in the approved FY 2002-03 Mental Health Services' budget. An estimated $149,768 in State Child Abuse Prevention funds will be transferred to Mental Health Services from the Human Services Agency for the Child Abuse Treatment Program. An anticipated $622,965 will be covered by federal and state Medi-Cal. There is no net county cost. We are requesting that the Director of Health Services be given signing authority to execute amendments and minor modifications up to an aggregate of $25,000 for the term of the agreement.
