DATE:

BOARD MEETING DATE:

September 24, 2002

TO:

Honorable Board of Supervisors

FROM:

Maureen D. Borland, Director, Human Services Agency

Madelyn Martin, Deputy Director

SUBJECT:

Continuation of the Agreement with The Peninsula Library System Community Information Program (CIP)

Recommendation

Adopt a Resolution authorizing the Controller to continue payments on The Peninsula Library System /CIP Agreement from October 1, 2002 through December 31, 2002. Contractor will be paid a flat quarterly rate of $57,631.

Background

On June 18, 2002, the Board of Supervisors adopted a Resolution authorizing the Controller to continue payments to The Peninsula Library System/Community Information Program (CIP). The Agreement with CIP expired June 30, 2002.

CIP maintains and makes available information about all health and human resources, through publications and the web site to county leaders, providers, educators and the general public. The access to up-to-date information and materials is essential for all who work to improve the quality of life in San Mateo County.

Discussion

The Resolution authorizing continuation of payments will expire on September 30, 2002. The FY 2002-03 funding levels for contracted services are uncertain at this point in the development of the Agency's budgets, which could possibly lead to negotiating a new Agreement with CIP.

It is anticipated that a new Agreement with CIP will be presented to the Board for approval in November. To assure continuity of services a new Resolution authorizing continuation of payments through December 31, 2002 is requested at this time.

This continuing Resolution has been reviewed and approved as to form by County Counsel.

Vision Alignment

The contract with the Peninsula Library System keeps the commitment of: Leaders work together across boundaries to preserve and enhance our quality of life and goal number 23: Leaders throughout the County provide the impetus for broader regional solutions in land use, housing, childcare, education, health and transportation. The contract contributes to this commitment and goal as the Community Information Program continues to develop, maintain and make available information about all health and human resources, through publications and the web-site, to county leaders, providers, educators and the general public. This access to up-to-date information and materials is essential for all who work to improve the quality of life in San Mateo County.

Fiscal Impact

The term of the continuing Resolution is from October 1, 2002 through December 31, 2002. The total payments to contractor will not exceed $57,631 for this three-month period. There is no impact to Net County Cost.
