Recommendation |

Adopt a Resolution: |

a. |
Authorizing the acceptance of the 25% Governor's Discretionary Fund Grant (Funds for Dislocated Workers) in the amount of $2,538,390. The grant letter from the Employment Development Department is attached hereto and incorporated by reference herein; |

b. |
Authorizing the Director of the Human Services Agency (HSA) to enter into Agreements with the subcontractors once the funding is received; and |

2. |
Adopt an amendment to A Salary Ordinance adding one Human Services Supervisor (unclassified) position, three Employment Services Specialists (unclassified) positions and one Community Worker (unclassified) position to provide case management and project direction as specified in the grant application. |

Background |
The San Mateo County Workforce Investment Board (WIB) has been awarded $2,538,390 from the 25% Governor's Discretionary Fund. The money from this grant is to serve dislocated workers who were laid-off from the airline industry and associated businesses as a result of the events of September 11th. In addition, as the airline industry continues to suffer, there may be upcoming potential layoffs affecting airport screeners and other airline employees. Many of these displaced workers will need assessment, career counseling and retraining in order to transfer skills to another field or occupation. |

Discussion |
The Human Services Agency is the fiscal agent of the WIB and will administer this grant. In this effort, the WIB is requesting that the Director of the Human Services Agency be authorized to execute subcontract Agreements. We have received $1.4 million for the first phase of this grant and the WIB wishes to subcontract this amount as follows: |

The remaining $1.1 million will be allocated according to local area and community needs. This grant funding will allow these subcontractors, the partners, and authorized HSA staff to provide re-employment and training services to the laid-off workers from the airline and associated industries. This funding will also be utilized to set up a satellite One-Stop facility at or near the SFO Airport for impacted employees. |

The acceptance of the 25% Governor's Discretionary funding and execution of the subcontracts keeps the commitment of: Sowing the seeds of our future prosperity and goal number 19: The skill level of new workers rises with improved K-12 education and training options, as well as the commitment of: Responsive, effective and collaborative government and goal number 22: County and local governments effectively communicate, collaborate and develop strategic approaches to issues affecting the entire County. These efforts contribute to these commitments and goals by providing training, career advancement and supportive services to laid-off airport workers, therefore developing the County workforce and creating a responsive government partnership to changing economic and business needs. |

Fiscal Impact |
The subcontracts and additional positions will be fully funded by the 25% Governor's Discretionary Fund Grant. There will be no Net County Cost for any of the subcontracts or positions. The total grant amount is $2,538,390. |
