Accessibility Modifications and Restroom Facilities, Flood County Park, 215 Bay Road, Menlo Park

 

Recommendation

Adopt a resolution awarding and authorizing execution of a contract for the construction of accessibility modifications and restroom facilities at Flood County Park.

 

Previous Board Action

Adopted Resolution No. 65466 on July 30, 2002, adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for accessibility modifications and restroom facilities in Flood County Park.

 

Discussion

On August 27, 2002, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the base bid of:

at $305,358 was the lowest base bid received.

 

The Architect's Estimate was $265,000 for the Base Bid. A summary of the bids received is as follows:

The low bid is $40,358 (15.2%) over the architect's estimate of $265,000. However, we believe the bid is responsible based on the comparison of the other bids received. Therefore, we are recommending that a contract be awarded and the work completed.

 

We have reviewed the contract documents and have determined that the Affirmative Action Program submitted by CBC Construction Company is in accordance with the current Affirmative Action Guidelines.

 

Vision Alignment

We believe our recommendation is consistent with Goal Number 7, "maintain and enhance the public safety of all residents and visitors" of the Shared Vision Commitment to "ensure basic health and safety for all," as the installation will improve services and will remove architectural barriers improving accessibility to County facilities.

 

Fiscal Impact

The total estimated contract cost including an eight percent (8%) contingency is $330,000 and is proposed to be financed with $166,000 in General Funds that were reappropriated in the 2002/03 Capital Project Budget, with the balance remaining - up to $175,000 - paid for with State Grant Funds (Roberti-Z'Berg-Harris Urban Open-Space & Recreation Program). Eighty percent (80%) of the grant amount can be requested after the contract has been awarded and a notice to proceed is issued. The grant funds ($175,000) are included in the final budget which will be considered by your Board during the September budget hearings.

 

A form of resolution has been approved by County Counsel.
