BOARD MEETING DATE:

TO:

Honorable Board of Supervisors

FROM:

Paul T. Scannell, Assistant County Manager

SUBJECT:

Lease agreement with the Borel Estate Company for a portion of the office building known as Suite 405 of the Borel Estate Building at 1700 South El Camino Real, San Mateo for the Children and Families First Commission (CFFC).

Recommendation
Adopt a resolution authorizing the Board President to execute a Lease Agreement for a portion of the building known as the Borel Estate Building at 1700 South El Camino Real, San Mateo, and authorizing the Assistant County Manager to execute notices and amendments associated with the lease.

Background
The Children and Families First Commission offers grants of funds through Proposition 10 revenues, sets policies on fund distribution, monitors contracts and conducts public education. The CFFC has been housed temporarily with the Human Services Agency. The CFFC space is now needed by HSA and permanent offices are needed for the administrative staff of the Commission.

Discussion
The proposed five-year lease of approximately 1,855 rentable square feet of professional office space provides a convenient permanent location for the Commission. The building also offers a space of ideal size for the staff of 8-9. In addition, the building also houses the Peninsula Community Foundation, which has permitted the Commission to use its meeting facilities for some time. A market rate of $3,710 or approximately $2.00 has been negotiated for the space and the Commission Board has approved the terms.

Vision Alignment
The proposed lease keeps the commitment of responsive, effective and collaborative government and goal number 20: government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain. The lease of space in this location contributes to this commitment and goal by providing easy access to an important community resource and co-location with an important community partner.

Fiscal Impact
The CFFC has sufficient funds available for the lease through Proposition 10 revenues.
