Recommendation |
Adopt a resolution authorizing the President of the Board to execute Amendment no. 2 to the agreement with the DHS EPIC Branch, Family Violence Prevention Program. |

Background |
The FVPP contract began in August 2000 with a small planning grant of $40,000 for a 17-month period to develop a strategic plan for the Health Services Agency on prevention programs for family violence. On March 26, 2002, your Board approved Amendment no. 1 to this agreement, which extended the timeline of the original contract by 2 months and added $93,082 for a Youth Firearm Survey project with a contractor designated by the state. |

Discussion |
This second amendment provides an additional $40,000 over a 15-month period to fund some of the implementation activities recommended during the development of the strategic plan.
This amendment includes revisions to the Scope of Work and in the budgets for years two and three of the original Agreement so that the San Mateo County Health Education program can assist in providing family violence prevention training to Agency staff and collaborate with community agencies on the development of culturally appropriate prevention education on family violence. |

Vision Alignment |
This amended agreement with the State Department of Health Services keeps the commitment of ensuring basic health and safety for all and goal number 6: Children grow up healthy in safe and supportive homes and neighborhoods. The agreement contributes to this commitment and goal by providing a means to train staff in recognizing signs of family violence and to develop intervention skills. |

Fiscal Impact |
The term of the agreement with the State Department of Health Services is August 1, 2000 through December 31, 2003. The total amount of the agreement has been increased by $40,000 from $133,082 to $173,082. An appropriation of $10,000 was included in the FY 2001-2002 budget. An appropriation of $30,000 is included in the approved FY 2002-2003 budget. There is no additional net county cost for the program. |
