SUBJECT:

Agreement with Caminar/CLC

Recommendation

Adopt a resolution authorizing the President of the Board:

1.

to execute an agreement with Caminar/CLC for residential treatment, rehabilitation services, and community support services for psychiatrically disabled adult consumers.

2.

to authorize the Director of Health Services or her designee to execute amendments and minor modifications to this agreement not to exceed the aggregate of $25,000 for the term of the contract.

    1.

Background

Caminar/CLC is a recognized provider of residential treatment, rehabilitation services and community support services. San Mateo County has contracted with Caminar for over 25 years to provide these services to psychiatrically disabled adult consumers. Without community based support services, these mental health clients would be at significantly increased risk of psychiatric hospitalization, placement in a locked skilled nursing facility, or of becoming homeless.

Under the Mental Health Division's plan for contracted services, residential and supportive services are included in the "any qualified provider" category. This category is used when there are a limited number of providers and we are interested in all viable proposals. In this category any agency can submit a proposal at any time and the proposal will be evaluated on quality and cost factors.

Discussion

The services provided by Caminar/CLC include crisis residential, transitional residential, medication support, case management and rehabilitation services for psychiatrically disabled adults. Case management and rehabilitation services are designed to provide the level of support clients need to be successful in a variety of community living arrangements. Such services include supportive counseling, supported education and supported employment. Crisis residential services are provided at Redwood House and transitional residential services at Eucalyptus House and Hawthorne House. Rates of reimbursement vary depending on the intensity of supervision and services provided.

The 2001-02 objectives and actual performance, and 2002-03 objectives are as follows:

Performance Measure

2001-02 Objectives

2001-02 Actual

2002-03 Objectives

Case Management: Percent of clients satisfied with their services

Rehabilitation Services: Percent of clients who will improve or maintain their functioning as measured by a standardized outcome instrument designed by the state.

* 90% is a high standard for client satisfaction. If actuals continue at last year's rate the objective will be increased further.

** Mental Health is working with the contractor to identify reasons for this slight decrease.

Vision Alignment

This contract with Caminar/CLC keeps the commitment to Ensure Basic Health and Safety for All and goal number 8: Help vulnerable people-the aged, disabled, mentally ill, at risk youth, and others- achieve a better quality of life. The contract contributes to this commitment by providing residential treatment, case management, rehabilitation services and community support services for mentally ill clients.

Fiscal Impact

The term of the agreement is July 1, 2002 through June 30, 2003. The maximum of the agreement for services provided by Caminar/CLC is $5,010,815 and is included in the approved FY 2002-03 Mental Health Services budget. Federal and State Medi-Cal are expected to fund a total of $4,163,167. Substance Abuse and Mental Health Services (SAMHSA) will provide $32,000 in grant funding. Sales tax provided through realignment will cover $767,648 of the remaining balance. The net County cost for FY 2002-03 is $48,000, which is required for the Mentally Ill Offender Crime Reduction (MIOCR) grant match. The FY 2001-02 contract maximum was $5,060,695 and net county costs were approximately $528,472.

We are requesting that the Director of Health Services or her designee be given signing authority to execute minor amendments and adjustments up to an aggregate of $25,000 for the term of the contract.
