Amendment to the Agreement with Medstaff

 

Recommendation

Adopt a resolution authorizing the President of the Board to amend the Agreement with Medstaff

 

Background

On July 24, 2001, your Board approved a Resolution authorizing the execution of 11 agreements for temporary nursing services for various programs of the Health Services Agency, including Medstaff for a total of $1,494,900. On October 23, 2001, your Board approved a Resolution approving an agreement with Cross Country TravCorps for temporary nursing services and amending the Agreement with Health Staffing Solutions, Inc. dba StarMed to also provide temporary rehabilitation therapy services. This brought the total number of agreements under the single resolution to 12 with no change to the amount.

On July 9, 2002, your Board approved a Resolution amending the Agreement with Health Staffing Solutions, Inc. dba StarMed to also provide temporary Ultrasound and Radiologic Technology services. The Amendment also increased the maximum of the agreement by $62,000, from $1,494,900 to $1,556,900.

Registries provide the County access to fill in for nursing, imaging, and physical and respiratory therapy vacancies when necessary. Because individuals with these specialties usually register with only one registry at a time, agreements with several registries are maintained to have maximum access to the available work force.

 

Discussion

Due to the recent resignations of respiratory therapists, we are requesting an expansion of the existing contract with Medstaff to include licensed respiratory therapists. We are conducting a current recruitment for Respiratory Therapist II which closes on October 17, 2002. Advertisements for this position have been placed in newsletters for "Respiratory Therapists Care Practitioners" and flyers are being distributed at the "American Association for Respiratory Care" Conference from October 5th to October 8th. The position is also being advertised on the County's Job Opportunities website . Additionally, we are conducting a continuous recruitment for extra-help respiratory therapists and have increased that pool of temporary staff from 4 to 6 in the last month.

The expansion of the agreement with Medstaff will provide us another option for hiring temporary or fill-in respiratory therapists until we complete our recruitment process in November. We anticipate that recruitment to be difficult because of the current shortage of licensed respiratory therapists. This agreement will enable us to provide the required 7 days per week/24 hours per day coverage.

 

Vision Alignment

This agreement keeps the commitment to Ensure Basic Health and Safety for All and goal number 5: Provide residents access to healthcare and preventive care. The Agreement contributes to this commitment and goal by providing respiratory therapy services to county patients.

 

Fiscal Impact

The term of the agreement remains the same from July 1, 2001 through June 30, 2004. The maximum is increased by $50,000, from $1,556,900 to $1,606,900. Funds are included in Hospital and Clinics FY2002-03 Adopted Budget.
