Amendment to the Agreement with MAR-RIC Transitional and Recovery Facility

 

Recommendation

Adopt a resolution authorizing the President of the Board:

    1. To execute an amendment to the agreement with MAR-RIC Transitional and Recovery Facility, and

    2. To authorize the Director of Health Services to execute amendments and modifications to this agreement.

 

Background

On March 5, 2002, your Board approved an Agreement with MAR-RIC Transitional and Recovery Facility to provide services to individuals who are transitioning from locked facilities or psychiatric inpatient units, or who would otherwise require locked facility placement. This program provides room and board, 24-hours/7-days-a-week supervision, medication assistance, onsite medical and psychiatric coverage, onsite individual and group therapy, and general support and assistance. The goals of this program are to prevent recidivism back to locked facilities or psychiatric inpatient units, ensure continuity of treatment and to provide a higher quality of life for program clients.

 

Discussion

This amendment increases the patch rate from $1829 to $1988 per month. The contractor has increased these rates due to increases in psychiatrist and professional fees.

The agreement payment terms were originally calculated in error, and included the amount of the SSI payment made by the client to the contractor. The agreement payment terms have been recalculated to accurately reflect the payment responsibilities of the Mental Health Services Division. As a result, the daily rate and the agreement maximum have decreased. Mental Health will pay only for services provided.

 

Vision Alignment

This amended agreement with MAR-RIC Transitional and Recovery Facility keeps the commitment to Ensure Basic Health and Safety for All and goal number 8: Help vulnerable people-the aged, disabled, mentally ill, at risk youth, and others- achieve a better quality of life. The amended agreement contributes to this commitment by providing transitional and recovery assistance to vulnerable clients who are persistently and seriously mentally ill and require intensive treatment and assistance with behavioral health and recovery.

 

Fiscal Impact

The term of the Agreement remains the same; February 1, 2002, through June 30, 2004. The total amount of the contract has been decreased by $71,375 from $240,579 to $169,204, due to recalculation of payment terms. The total amount allocated for FY 2002-03 is $70,587 and is included in the Mental Health adopted budget. The full $70,587 will be funded by realignment revenues. There is no net county cost. A similar arrangement will be made for FY 2003-04.

 

We are also requesting the Director of Health Services or her designee be given signing authority to execute amendments and minor modifications not to exceed an aggregate of $25,000 for the term of the agreement.
