Grant Agreement with the Federal Aviation Administration - Half Moon Bay Airport

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute a Grant Agreement with the Federal Aviation Administration (FAA) dated September 30, 2002, for the Half Moon Bay Airport.

 

Previous Board Action

1.

Accepted the Half Moon Bay Airport Master Plan including development alternative "B" as the Master Plan for Half Moon Bay Airport for the purpose of environmental review.

 

2.

Accepted a FAA grant in the amount of $180,000 to prepare the environmental assessment studies for both the San Carlos and Half Moon Bay Airport Master Plan Updates.

 

Key Facts

1.

The entire previous FAA Grant was used to finance the San Carlos Airport Master Plan environmental assessment due to the public issues related to San Carlos Airport.

 

2.

The FAA notified us on September 25th that the County was eligible for a FAA planning grant in the amount of $150,000 to prepare an Environmental Assessment Study for the Half Moon Bay Airport Master Plan Update (Master Plan).

 

3.

The grant offer is for funds that are being made available in the 2002-03 Federal fiscal year.

 

Discussion

We had submitted an application to the FAA for a grant to complete the environmental studies for the Master Plan.

 

The FAA, as explained in Key Facts above, offered this grant to us by letter dated September 23rd which we received on September 25th. We explained to the FAA that the earliest that we could have this considered by your Board was October 22nd, and the FAA staff indicated that receipt of the executed grant agreement following your October 22nd meeting would be acceptable to them.

 

Vision Alignment

We believe our recommendation is consistent with Goal Number 20, "government decisions are based on careful consideration of future impact, rather that temporary relief or immediate gain," of the Shared Vision Commitment to be a "responsive, effective and collaborative government," as the FAA Grant will allow the environmental assessment studies to go forward to evaluate any impacts of implementing the projects as proposed in the Master Plan.

 

Fiscal Impact

FAA grants are on a reimbursable basis and require ten percent (10%) matching funds from the receiving agency. There are sufficient funds in the Airport Enterprise Fund to provide the financial match of $15,000 and to "front" the cost of the work.

 

There is no impact to the General Fund.

 

A form of resolution and agreement has been approved by County Counsel and the FAA has executed the agreement.
