No Parking Zone on Guadalupe Canyon Parkway - San Bruno Mountain County Park Area

 

Recommendation

Adopt an Ordinance establishing a No Parking Zone on Guadalupe Canyon Parkway - County Road No. 69.

 

Key Facts

The Parks Division of the Environmental Services Agency has requested no parking for approximately 0.6 miles (3,000 feet) along Guadalupe Canyon Parkway near the entrance to San Bruno Mountain State and County Park (Park). Currently, visitors are parking on the shoulder of the road and walking across this relatively high speed section of roadway to access park areas on both sides of the road.

 

Discussion

The entrance to the Park is at the crest of Guadalupe Canyon Parkway and many of the park patrons do not appear to accurately judge the high speed of approaching vehicles when they walk across Guadalupe Canyon Parkway to gain entrance to the Park.

 

We conducted a study of parking on this section of Guadalupe Canyon Parkway at the request of the chief ranger at the Park and confirmed that the safety of motorists and pedestrians would be increased with the establishment of a no parking zone as proposed. The no parking zones will also help the Parks Division control access to park areas.

 

Vision Alignment

We believe our recommendation is consistent with Goal Number 7, "maintain and enhance the public safety of all residents and visitors" of the Shared Vision Commitment to "ensure basic health and safety for all," as this no parking zone will encourage visitors to the Park to utilize safe available on-site parking.

 

Fiscal Impact

The estimated cost of signing the no parking zone is $2,100 and is proposed to be financed with Road Funds. There is no impact to the General Fund.

 

A form of ordinance authorizing the installation of the proposed no parking zone has been approved by County Counsel.
