MEMORANDUM OF UNDERSTANDING

AMONG

SAN MATEO COUNTY

CHILDREN'S HEALTH INITIATIVE

ORGANIZATIONS

 

This document is an agreement among the San Mateo County Health Services Agency, First 5 San Mateo County, the Hospital Consortium of San Mateo County, the San Mateo County Human Services Agency, the Peninsula Community Foundation (PCF), the San Mateo County Central Labor Council (Labor), and the Health Plan of San Mateo (HPSM), regarding the Children's Health Initiative (CHI) Coalition, hereafter referred to as the "Coalition."

 

As directed by the San Mateo County Board of Supervisors, the Coalition serves as the decision making body for designing, implementing, coordinating, and sustaining an initiative that will provide universal health care to all children in San Mateo County. The Coalition will also serve as the oversight on policy and implementation decisions related to the development and administration of "Healthy Kids," the County's new insurance program. As a decision making body, the Coalition will strive for consensus. However, if required, the Coalition will have a structure where each member organization has one vote, with all votes being equal. Ultimate authority on CHI decisions, whenever necessary, rests with the San Mateo County Board of Supervisors.

 

In addition, several Coalition members will have responsibility for daily operations of the initiative:

 

    · Health Services will be the lead organization in the coordination of the Coalition's overall efforts, with the Director of Health Services serving as the chair of the Coalition and its meetings. Responsibilities include such tasks as facilitating Coalition meetings, facilitating policy decisions, overseeing any financial analysis of CHI, monitoring the CHI's progress, and submitting grant reports to CHI funders. It will also be charged with overseeing the CHI evaluation contract and any additional outreach and enrollment efforts developed and funded through CHI

    · The HPSM will be the plan administrator for the Healthy Kids program, providing Healthy Kids members with comprehensive health insurance coverage, as defined by the Coalition. It will also ensure Healthy Kids members maintain continuous coverage by collecting quarterly family contributions.

    · Human Services Agency will oversee eligibility determination for Healthy Kids initial applications as well as renewals, based on the guidelines and procedures set forth by the Coalition. HSA will collect the initial Healthy Kids family contribution and send it onto HPSM for deposit. HSA Benefit analysts will also assist parents of potentially eligible children with the application and enrollment process for Med-Cal, Healthy Families and Healthy Kids.

    · PCF will serve as the fundholder of private and public (non-County) funding raised for the Children's Health Initiative. PCF will establish a CHI Fund; hold, manage, invest, and reinvest funds directed to support the CHI; and collect the income and pay and disburse net income from the CHI Fund for charitable uses as directed by the CHI Coalition, with the Health Services Director serving as the designated "signer" for the fund. In this role, all monies contributed to the CHI Fund shall become an irrevocable gift

    to PCF and legal control and responsibility for the Fund rests with the PCF. PCF will assume responsibility for check writing, bookkeeping, investment management, tax reporting, auditing and monitoring of projects, and furnishing to the CHI Coalition quarterly reports of all CHI Fund income and expenses.

 

    · The Hospital Consortium will serve as the lead organization in planning and facilitating fundraising and marketing activities to sustain the CHI.

 

This group agreement, including any future amendments, constitutes the Coalition Memorandum of Understanding (MOU). This MOU is effective this_____ day of ______, 2002.
