Amendment Number 4 to the Agreement with Stanford University for Research Services

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute an Amendment Number 4 to the Agreement with Stanford University for research services.

 

Background

On June 30, 1998, your Board approved an agreement with Stanford University to accept funds to support research activities for clinical trials associated with Stanford's AIDS Clinical Trials Unit (ACTU) at the Willow Clinic. The term of the agreement was for one year, from January 1, 1998, through December 31, 1998. Stanford reimbursed the County $53,544.

On October 28, 1998, your Board approved amendment number 1 to the original agreement which expanded the research sites to include the Edison Clinic and increased reimbursement from Stanford by $18,287, to $71,831.

On November 16, 1999, your Board approved amendment number 2 to the original agreement, which extended the agreement through December 31, 1999, and increased the reimbursement from Stanford by $48,697, to $120,528.

On April 25, 2000, your Board approved amendment number 3 to the original agreement, which extended the agreement through December 31, 2000, and increased the reimbursement from Stanford by $69,899, to $190,427.

 

Discussion

Participation with Stanford in clinical trials allows: a) patients with HIV/AIDS to receive experimental therapies that they otherwise may not be able to receive; b) the County remaining on the leading edge of clinical research in HIV/AIDS; and c) County employees and contractors to develop the necessary clinical skills to meet the challenges of treating patients with HIV/AIDS.

Amendment number 4 extends the agreement for one year, through December 31, 2002, and increases the reimbursement from Stanford by $142,266, from $190,427 to $332,693.

Stanford estimated a 10% goal of County HIV patients enrolled in ACTU studies for 2001-02. The actual percentage of patients enrolled for that period is 5.5%.


This amendment has been approved by County Counsel.

 

Vision Alignment

This agreement keeps the commitment to Ensure Basic Health and Safety for All and goal number 5: Provide residents access to healthcare and preventive care. The agreement contributes to this commitment and goal by providing patients with HIV/AIDS to receive experimental therapies that they otherwise may not be able to receive. This agreement also keeps the commitment Responsive, effective and collaborative government and goal number 20: Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain by the making it possible that San Mateo County remain on the leading edge of clinical research in HIV/AIDS and that County employees and contractors develop the necessary clinical skills to meet the challenges of treating patients with HIV/AIDS.

 

Fiscal Impact

The new term of the agreement is January 1, 1998, through December 31, 2002. The reimbursement from Stanford University is increased by $142,226, from $190,427 to $332,693 due to the extension of the contract term. This amount was included in the FY2000-01, FY2001-02 and FY2002-03 Hospital and Clinics Department budgets for the Clinical Trials and Research Unit.
