Coyote Point Marina 2002 Maintenance Dredging Project (County Project No. OD079 - F-36 [315A])

 

Recommendation

Adopt a resolution rejecting the one bid received for the Coyote Point Marina 2002 Maintenance Dredging Project.

 

Previous Board Action

Adopted Resolution No. 065548 which adopted plans and specifications, determined prevailing wage scales, and called for sealed proposals for the Coyote Point Marina 2002 Maintenance Dredging Project.

 

Key Facts

1.

Your Board has the authority to reject any and all bids received for a project pursuant to Section 22038 of the Public Contract Code.

The one bid received for the dredging work is 67.5% ($675,000) over the Engineers Estimate of $1,000,000.

 

3.

We are recommending that the one bid be rejected and the project re-advertised for bids next year at the beginning of the dredging season.

 

Discussion

On September 27, 2002, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bid of:

 

DUTRA DREDGING COMPANY

1000 POINT SAN PEDRO ROAD

SAN RAFAEL, CA 94901

 

at $1,675,000 was the only bid received. The engineer's estimate, prepared by the consultant for the Parks and Recreation Division of the Environmental Services Agency, was $1,000,000.

 

We contacted the bidder and other plan holders and asked why the bid was high or why they did not bid. The primary reason given was the limited availability of the dredging equipment as this is the end of the dredging season. The consultant believes that more favorable bids can be obtained by rejecting the one bid and re-advertising the work in June of next year at the beginning of the dredging season. We concur in the consultant's recommendation.

 

Fiscal Impact

The total estimated cost of staff time in rejecting the bids and rebidding the project is estimated to be $750.

 

There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
