Increase in Work - Recontouring Upper Gazos Creek Road Upgrade - Bear Gulch to Sandy Point - County Road No 60B - Pescadero Area

 

Recommendation

Adopt a resolution authorizing an increase in the not to exceed amount that can be paid to the contractor for the Recontouring of Upper Gazos Creek Road ($97,000 to $147,000).

 

Previous Board Action

1.

Adopted Resolution No. 064509 on June 5, 2001, authorizing the Director of Public Works to execute an Agreement with the State of California Department of Fish and Game for a Fishery Restoration Grant to perform recontouring work along Upper Gazos Creek Road.

Adopted Resolution No. 065568 on September 17, 2002, awarding the contract for the above referenced project.

Key Facts

The project, as awarded, limited the recontouring work to the most severely eroded areas of Upper Gazos Creek Road.

 

Other areas of the road should also be recontoured to further reduce erosion into Gazos Creek.

 

The Department of Fish and Game is willing to reimburse us with matching grant funds for all work that can be accomplished during the winter season and before April 30, 2003.

 

Discussion

The grant, awarded to the County by the Department of Fish and Game, provides that the State will match the County's share of costs up to $110,000 (a total contract of $220,000 with the State and County each paying 1/2). The project was limited to those areas with the most severe erosion problems as the original estimate for the work was over $200,000 and Fish and Game required that the majority of the work had to be done by November 1, 2002.

 
 

However, we received very favorable bids for the work and the project, as awarded, has a not to exceed limit of $97,000 ($88,000 base bid plus $9,000 in contingencies). There are other areas of the road that will contribute silt and sediment to Gazos Creek, and Fish and Game is willing to allow us to do this winter through April 30, 2003, as weather permits to complete additional recontouring work. The contractor is willing to do the work for the contract unit prices bid.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to "preserve and provide people access to our natural environment," and Goal Number 14, "important natural resources are preserved and enhanced through environmental stewardship," as the project will reduce sedimentation into Gazos Creek, thereby improving the downstream habitat for endangered and threatened species (i.e. coho salmon and steelhead trout).

 

Fiscal Impact

We believe that we can do an additional $50,000 in work, at the contract bid prices provided by the contractor, during this winter and meet the conditions of the Department of Fish and Game. Therefore, we are recommending that the "not to exceed" limit for payment to the contractor be increased from $97,000 to $147,000. The total costs will initially be paid for with funds that have been appropriated in the Road Fund. The Road Fund will be reimbursed fifty percent (50%) of the construction costs ($73,500) from the Fishery Restoration Grant.

 

There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
