TO:

Honorable Board of Supervisors

FROM:

Margaret Taylor, Director of Health Services

Brian Zamora, Director of Public Health and Environmental Protection

SUBJECT:

Amendment to an Agreement with Children and Families First Commission (CFFC)

Recommendation

Adopt a resolution authorizing the President of the Board to execute an Amendment to the agreement with Children and Families First Commission to provide a grant to Prenatal to Three Initiative (PTT).

Background

In January of 2001, your Board accepted a two-year grant from the Children and Families First Commission on behalf of PTT. This grant was awarded to provide services to children ages 0 through 5 years in San Mateo County. A portion of this funding is being used to expand the Black Infant Health/Prenatal Advantage program to North County; a portion is for expanded services by Mental Health within Pre-to-Three and finally, a portion is being used to support the Public Health Nursing services of Prenatal to Three.

Discussion

At the end of the first year of the grant, Children and Families First Commission approved an additional amount of funding to be added to the second year for the existing grant; this funding is to be used to pay for an extra help office assistant position in PTT. The amendment before your Board will increase the amount of the existing contract with CFFC by $26,376, to $1,020,483.

Vision Alignment

This amended agreement with the Children and Families First Commission keeps the commitment of ensuring basic health and safety for all, and goal number 6: "Children grow up healthy in safe and supportive homes and neighborhoods." The agreement contributes to this commitment and goal by providing resources to make home visits to low-income families who require public health or mental health support as they raise their young children.

Fiscal Impact

The term of the agreement with the Children and Families First Commission remains January 1, 2001 through December 31, 2002. The total amount of the agreement has been increased by $26,376, from $994,107 to $1,020,483, which has been included in the FY 2002-03 budget. There is no net County Cost.
