First Amendment with YMCA, Pacifica Youth Service Bureau

 

Recommendation

Adopt a Resolution authorizing execution of a First Amendment to the Agreement with YMCA, Pacifica Youth Service Bureau (PYSB) in the amount of $105,000 to provide child abuse prevention case management and crisis intervention services and to extend the term of the Agreement to June 30, 2005.

 

Background

The Human Services Agency is the public agency designated to administer AB2994 the Child Abuse Prevention, Intervention and Treatment (CAPIT) and Community Based Family Resource and Support Programs (CBFRS).

The Children's Trust Fund, CAPIT and CBFRS funds are the County resources for the child abuse prevention and treatment programs and are included in the San Mateo County Three Year Plan. Children's Collaborative Action Team (CCAT) the San Mateo County Child Abuse Council is the designated AB2994 Child Abuse Trust Fund Commission for distribution of child abuse prevention funds and are under the direction of the Office of Child Abuse Prevention (OCAP) that developed the County's Three Year Plan.

On January 23, 2002, PYSB had an Agreement with the San Mateo County Human Services Agency for the Child Abuse Prevention, Intervention and Treatment services, which was awarded through a Request for Proposal (RFP) process.

On March 6, 2002, Children's Collaborative Action Team (CCAT) released a second RFP (see matrix), to contract for Child Abuse Prevention, Intervention and Treatment services for the next three years.

 

Discussion

On May 2, 2002, YMCA, Pacifica Youth Service Bureau was once again awarded the grant to continue the Child Abuse Prevention/Intervention Services. PYSB was awarded $30,000 per year for the next three years for this creative program and to extend the term to June 30, 2005.

In addition, YMCA, Pacifica Youth Service Bureau will receive $15,000 to provide assessment and counseling for at-risk and abused children who live in the north part of the County and are referred by Children and Family Services. This area of the County is a difficult to reach location and the current Medi-Cal provider is unable to provide the adequate level of services to this part of the County. 

This Agreement has been reviewed and approved as to form by the County Counsel's Office. Risk Management has reviewed and approved the contractor's insurance coverage.

Vision Alignment

The contract with the YMCA, Pacifica Youth Service Bureau keeps the commitment of: Ensuring basic health and safety for all and goal number 8: Help vulnerable people-the aged, disabled, mentally-ill, at-risk youth and others achieve a better quality of life. YMCA, Pacifica Youth Service Bureau contributes to this commitment and goal by providing case management and therapy services to children and families who are identified for being at-risk of abuse and neglect.

 

Fiscal Impact

The term of the Agreement is December 1, 2001 through June 30, 2005. The amended portion of this Agreement is $105,000, of which $90,000 is Child Abuse Prevention, Intervention and Treatment (CAPIT) Funds, $10,500 is Child Welfare Services Funds and $4,500 is Net County Cost. The new total obligation if this Agreement is now $145,676. Funds for this Amended Agreement are included in the Children and Family Services Adopted Budget for Fiscal Year 2002-03.  There is no additional Net County Cost increase to the Adopted Budget due to this Amendment.
