BOARD MEETING DATE:

December 3, 2002

TO:

Honorable Board of Supervisors

FROM:

Neil R. Cullen, Director of Public Works

SUBJECT:

Traffic Signal at the Intersection of Edgewood Road and Cordilleras Road (West) - Redwood City Area (Project No. R7H01)

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the Installation of a Traffic Signal at the Intersection of Edgewood Road and Cordilleras Road (West).

Previous Board Action

·

Determined that a traffic signal should be installed at the above referenced intersection.

·

Adopted an ordinance prohibiting left turn movements from westbound Edgewood Road onto Cordilleras Road at this intersection.

Key Facts

·

The westerly intersection of Edgewood Road and Cordilleras Road meets the necessary warrants for the installation of a traffic signal.

·

A left turn phase is not included in the proposed signal system, as the installation of a separate left turn lane on Edgewood Road would require the construction of large retaining walls, the encroachment into the riparian corridor of Cordilleras Creek or the change in the bicyclists' use of Edgewood Road in this area.

Discussion

Your Board determined that a traffic actuated signal system is necessary at this intersection due to limited sight distance and high volume/speed of traffic on Edgewood Road. We also determined that the intersection meets State of California Traffic Warrants for signalization based on the volume of traffic and accident history.

Vision Alignment

We believe our recommendation is consistent with Goal Number 7, "maintain and enhance the public safety of all residents and visitors" of the Shared Vision Commitment to "ensure basic health and safety for all," as the installation will improve the safety for motorists turning onto Edgewood Road without compromising the safety of other motorists.

Fiscal Impact

The estimated cost of the signal system construction is $110,000 and is proposed to be financed with Road Funds. There is no impact to the General Fund.

A form of resolution has been approved by County Counsel.
