SUBJECT:

Increase in Contract Authorization - Accessibility Modifications, Probation Department, 1024 Old Mission Road, South San Francisco, California (Project No. P2T08)

 

Recommendation

Adopt a resolution authorizing an increase of $5,000 in the "Not-To-Exceed" payment limit for contract costs for the accessibility modifications at the Probation Department facilities in South San Francisco.

 

Previous Board Action

Adopted Resolution No. 65291 on May 21, 2002, awarding a contract for accessibility modifications at the Probation Department to Jens Hansen Company, Inc.

 

Key Facts

1.

The original contract had a "Not-to-Exceed" limit of $110,000 ($96,199 low bid plus $13,801 in contingencies), which normally would cover all contract costs including any extra work usually associated with accessibility modifications to an existing facility.

 

2.

We believe the "Not-to-Exceed" limit will be exceeded as a result of our having to do extra work due to unexpected conditions when flooring and wall coverings were removed as part of the proposed modifications, and for changes in some existing fixtures.

 

Discussion

The following concealed conditions or design revisions were encountered doing the project:

Replace and/or modify existing ceiling joists, common plumbing wall framing, and subfloor in each toilet room after demolition exposed dry rot and framing that does not meet current building codes.

Replace and/or modify existing plumbing in each toilet room after demolition exposed waste and vent lines that do not meet current building codes.

   

¬

Install concrete backer board on the walls of both toilet rooms to withstand the possible abuse by persons using the facilities.

   

¬

Install a waterless urinal in lieu of the specified standard low flow urinal at the request of Facilities Maintenance.

   

¬

Install a dual-height drinking fountain in lieu of the specified single-height type as the dual height type can be used by a broader spectrum of users.

   

¬

Replace more concrete than specified on the project plans to construct the new access ramp.

   

¬

Patch lobby floor finish at toilet room doors and reception counter with carpet to match existing in lieu of vinyl composition tile.

   

¬

Install resilient tile with a detectable texture in lieu of the specified side rails at the drinking fountain.

   

¬

Replace two exhaust fans (intended for re-use) that wouldn't operate after re-installation.

   

¬

Modify reception counter millwork after demolition exposed a second overlaid counter that had to be removed.

   

Vision Alignment

We believe our recommendation is consistent with Goal Number 7, "Maintain and Enhance the public safety of all residents and visitors" of the Shared Vision Commitment to "Ensure Basic Health and Safety for All," as the increase in appropriation will insure that the ADA improvements are completed in order to remove architectural barriers and improve accessibility to County facilities and services.

 

Fiscal Impact

The proposed change will increase the original "Not-To-Exceed" amount from $110,000 to $115,000, which is below the original preliminary estimate of $148,000 for the work.

 

There is a remaining appropriation in the Capital Project Budget which is financed with facilities surcharges which can be used to fund this proposed increase. There is no additional impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
