Children's Health Initiative (CHI) Progress Report and Peninsula Community Foundation (PCF) Fund Holder Agreement

 

Recommendation

 

1.

Adopt a resolution authorizing the Director of the Health Services Agency to execute agreements and other documents on behalf of the County of San Mateo in connection with the Children's Health Initiative.

   

2.

Accept the attached progress report on the San Mateo County Children's Health Initiative

 

Background

 

In August and October of this year, your Board took several actions that established the Children's Health Initiative Coalition, designated the San Mateo County Health Services and Human Services Agencies, the Hospital Consortium of San Mateo County, First 5 San Mateo County (formerly Children and Families First Commission), Peninsula Community Foundation (PCF), Health Plan of San Mateo (HPSM) and the San Mateo County Central Labor Council as lead organizations in the initiative, and approved a maximum county contribution of $2.7 million per year for five years that would match all dollars raised from sources other than the First 5 Commission. In addition, your Board authorized the Health Services Agency to serve as the lead agency in the coordination of the Coalition's efforts.

The attached progress report outlines the work that the Children's Health Initiative Coalition has accomplished over the past six months. The Coalition continues to meet its work plan targets, by raising sufficient program funding and staying on track for a January 2003 implementation. Accomplishments include developing the Healthy Kids insurance program, expanding its capacity to perform outreach and enrollment, setting Healthy Kids enrollment and eligibility determination policies, designing a universal web-based enrollment application, and creating marketing and promotional materials.

In addition the Coalition has raised over $7 million dollars from a combination of public and private sources. Your support has been critical to the success of the Coalition's fundraising to provide every child with comprehensive health coverage.

Non-county and non-First 5 funding will come from the Sequoia and Peninsula Health Care District Boards, which have approved an annual contribution of $2.1 million to serve uninsured children in their catchment areas. PCF has also approved a one-time contribution to CHI for $250,000. All these funds, in addition to pending grants from The California Endowment, The David and Lucille Packard Foundation, California Healthcare Foundation, Lucille Packard Foundation for Children's Health, and Kaiser Permanente will be placed in the PCF Children's Health Initiative (CHI) fund as your board authorized in August that PCF serve as the fund holder of private and public (non-County) funding raised for CHI.

The Coalition now requests a resolution from the Board authorizing the Director of Health Services, as the chair of the Coalition and the PCF CHI fund, to execute agreements and other documents on behalf of the County of San Mateo in connection with the PCF Children's Health Initiative fund as long as these agreements do not involve the expenditure of more than $25,000 of county funds.

 

Vision Alignment

The Coalition's progress report on the Children's Health Initiative and the Director's oversight of the PCF CHI fund keep to the commitment of Ensuring Basic Health and Safety for All and goal number 5: Residents have access to health care and preventive care. The Coalition and funding commitment contributes to this commitment and goal by providing universal health care coverage to children 0-18 who live in households with annual incomes below 400% FPL.

 

Fiscal Impact

Approval of this resolution has no impact on the County General Fund. In early January, an Appropriation Transfer Request will be brought to your Board to complete the transfer of funds from the Solid Waste Fund to cover Healthy Kids premium expenses during the first six months of the program.
