Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

 

Summary

The salary ordinance changes herein represent:

· Reclassifying one position

· combining two half time positions into one full time position

· converting four positions from unclassified to classified status, and

· transfer of one position between two departments


These actions were approved by the County Manager's Office.

This item keeps the commitment of responsive, effective and collaborative government through goal number 20: Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.

 

Fiscal Impact

The reclassification actions represent a monthly salary and benefit savings of $532 or an annual savings of $6384.

 

This amendment has been reviewed by the County Counsel's Office.

 

ORGANIZATION 61000 MENTAL HEALTH SERVICES

Action:

Transfer: One position of F116S, Psychologist series

Biweekly Salary: $2206.40 - 3026.40

Approximate Monthly Salary: $4781 - 6558

To: Correctional Health Services

Explanation:

This is the transfer of one Psychologist position from Mental Health Services to Correctional Health Services. The department has determined that the specific services provided for Correctional Health are more appropriately done from that division rather than from Mental Health. This transfer will move the affected position to Correctional Health. This action represents no cost or change in the total number of authorized positions.

 

ORGANIZATION 62000 PUBLIC HEALTH SERVICES

Action:

Reclassify: One position of G071S, Benefits Analyst series

Biweekly Salary: $1482.40 - 1877.60

Approximate Monthly Salary: $3212 - 4068

To: One position of E350, Fiscal Office Specialist

Biweekly Salary: $1351.20 - 1688.80

Approximate Monthly Salary: $2928 - 3659

Explanation:

This is the downward reclassification of one existing vacant position of Benefits Analyst II to Fiscal Office Specialist. The duties of this position have changed and become more fiscally related and have less to do with determining program eligibility. These duties are more appropriate to the Fiscal Office Specialist classification. This action represents a monthly salary and benefits savings of $532 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

Action:

Transfer: One position of F116S, Psychologist series

Biweekly Salary: $2206.40 - 3026.40

Action:

Combine: Two part time positions of F016, Staff Nurse

Biweekly Salary: $2413.60 - 2853.60

Approximate Monthly Salary: $5230 - 6183

Into: One full time position

Explanation:

This is the combination of two part time positions of Staff Nurse into one full time position. This change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. This action represents no change in monthly salary and benefits costs. The action reduces the total number of authorized positions by one.

 

ORGANIZATION 68500 COMMUNITY CLINICS

Action:

Change: Three positions of B083S, Patient Services Assistant - unclassified series

Biweekly Salary: $1181.60 - 1556.80

Approximate Monthly Salary: $2560 - 3373

And one position of B085, Patient Services Supervisor - unclassified

Biweekly Salary: $1771.20 - 2214.40

Approximate Monthly Salary: $3838 - 4798

 

To: Classified status

Same salary ranges

Explanation:

This is the conversion of four unclassified positions to classified status. These positions were originally established through grant funding and were appropriately created in the unclassified service. Since implementation, however, the positions have been integrated into the overall delivery structure and provide ongoing services. As the positions are anticipated to fill an ongoing need it is appropriate to convert them to classified status. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.
