Amendment 1 to the agreements with El Concilio of San Mateo County and Free at Last

   

Recommendation

Adopt a resolution authorizing the President of the Board to execute amendment 1 to the agreements with El Concilio of San Mateo County and Free at Last.

 

Background

The San Mateo County AIDS Program provides comprehensive HIV/AIDS services including education and prevention, surveillance, HIV testing and counseling, early intervention, health care, clinical trials, social services, and advocacy. The goal of these services is to increase awareness of the transmission and prevention of HIV/AIDS; to facilitate early care and intervention by connecting people with services; and to improve the quality of life for those living with the disease in San Mateo County.

 

On August 20, 2002, your Board approved agreements with El Concilio of San Mateo County and Free at Last for the period of July 1, 2002 through June 30, 2003, for HIV prevention case management and outreach, HIV street outreach services and residential and non-residential drug treatment services. Funds for these services are provided by grants from the California Department of Health Services and from the federal Center for Substance Abuse Treatment (CSAT). However, the funding term for the CSAT grant was October 1, 1999 to September 30, 2002. Therefore, the period of CSAT services included in the agreements was for the three months of July 1, 2002 to September 30, 2002.

 

Discussion

CSAT has notified the AIDS Program that all unspent funds for Fiscal Years 1999-00 and 2000-01 will be re-allocated back to programs to assist with preparation of the framework and requirements related to the closing of the 1999-02 CSAT grant. These funds will be used by El Concilio of San Mateo County and Free at Last to continue providing CSAT preventive case management to clients who are due for their six and twelve month follow-up assessments, for the months of October, November and December 2002.

 

Requests for proposals (RFPs) were issued for a three-year period for the services provided to clients. Contracts are awarded annually to reflect available funding from diverse sources.

This contract includes some services that are due now for a new RFP. The AIDS Program will be issuing new RFPs during the course of the next year. County Counsel has reviewed and approved these amendments.

Vision Alignment

The contracts with El Concilio of San Mateo County and Free at Last keep the commitment of ensuring basic health and safety for all and goal number 5: Residents have access to healthcare and preventive care. It also keeps the commitment of goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. The contracts contribute to these commitments and goals by providing HIV outreach intervention and testing and prevention case management to improve the quality of life for those living with, or at risk for, HIV/AIDS.

 

Fiscal Impact

The term of the agreements remains the same, July 1, 2002 through June 30, 2003. The total amount of funding for the original agreement with El Concilio of San Mateo County was $50,421. Amendment 1 adds $16,500 in CSAT funds for a new total of $66,921. The total amount of funding for the original agreement with Free at Last was $173,056. Amendment 1 adds $20,625 in CSAT funds for a new total of $193,681. All program expenditures are included in the recommended 2002-2003 AIDS program budget. There is no net county cost as a result of these amendments. A maintenance of County effort is required for all CARE funding which amounts to the net County cost for the AIDS Program for 2001-02, i.e., approximately $373,000.
