Agreement with Contra Costa County

 

Recommendation

Adopt a resolution authorizing the President of the Board:

    1. To execute an agreement with Contra Costa County to provide services to youth placed in Fred Finch Youth Center, and

    2. To authorize the Director of Health Services to execute amendments and modifications to the agreement.

 

Background

Fred Finch Youth Center operates a specialized residential program for youth with a dual diagnosis (mental health/developmental disability). This is the only program of its kind in Northern California. This program is utilized for wards, dependents and developmentally disabled youth whose needs cannot be met in other residential programs. All beds in this specialized program at Fred Finch are contracted through Contra Costa County.

 

Discussion

This specialized program provides intensive day treatment services, medication support services, and mental health services outside of day treatment hours, as necessary. The youth placed in this facility by San Mateo County are court wards or dependents, who are developmentally disabled with serious emotional disturbance. These youth cannot be maintained in other residential facilities. All youth placed by San Mateo County are also clients of Golden Gate Regional Center.

 

Vision Alignment

This agreement with Contra Costa County keeps the commitment to Ensure Basic Health and Safety for All and goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at risk youth, and others - achieve a better quality of life. The agreement contributes to this commitment by providing intensive day treatment services, medication support services, and mental health services to youth who are developmentally disabled with serious emotional disturbance.

 

Fiscal Impact

This agreement has been prepared by Contra Costa County, and is effective July 1, 2002 through June 30, 2003. The agreement has been reviewed and approved by County Counsel and Risk Management.

 

Contractor will be paid at a rate of $125 per day. The agreement maximum of $109,500 is included in the FY 2002-03 Mental Health Services budget. This is a fee for service agreement, therefore expenses are incurred only for actual days that youth are placed in the residential facility. Golden Gate Regional Center will pay 50% of this daily rate ($62.50 per day) to San Mateo County Mental Health Services up to a maximum of $54,750. Sales tax provided through realignment will cover the balance of Mental Health's share or $54,750. There is no net county cost.

 

We are requesting that the Director of Health Services or her designee be authorized to execute subsequent amendments and minor modifications to the agreement not to exceed the aggregate of $25,000 for the term of the agreement.
