Continuation of Contracts

 

Recommendation

Adopt a resolution authorizing the Controller to continue payments on contracts from December 31, 2002 through March 31, 2003.

 

Background / Discussion

Health Services has a number of contracts for services that expired on or before June 30, 2002 that were included in the Continuing Resolutions approved by your Board on June 25, 2002 and September 2, 2002 and are still pending completion. These contracts, listed in Attachment A, will be brought to you for renewal or extension within the next three months.

 

The agreement with Quest Diagnostics for laboratory services is a combined agreement with Mental Health and Correctional Health. The contract has been sent to the Contractor for signature and should be brought before your Board in January 2003.

 

The contract with Alameda County Neurobehavioral Care for mental health services is initiated by Alameda County and Mental Health Services has not yet received this year's agreement.

 

The contracts with various hospitals (Sequoia Hospital, Mills-Peninsula Hospitals, Mt. Diablo Hospital and St. Mary's Hospital) for impatient and outpatient mental health services have all been signed by the Contractors and will be brought before your Board in January 2003.

 

The contracts with Stanislaus County, Renate Trittelvitz, M.D. and Rozana Norville, Ph.D., have all been sent to the Contractors for signature.

 

To ensure continued provision of services during this period, it is necessary to authorize the Controller to continue to make payments to these contracts at the existing rates through March 31, 2003. This resolution allows contractors to meet their commitments in a timely fashion and will allow the divisions time needed to complete negotiations. This resolution requires that all terms and conditions of the existing agreements are met.

 

Vision Alignment

This continuation of contracts keep the commitment of Ensuring Basic Health and Safety for All and goal number 8: Help vulnerable people-the aged, disabled, mentally ill, at-risk youth and others-achieve a better quality of life. It does this by allowing the Controller to continue to make payments on contracts at the existing rates through March 31, 2003 in order to ensure continuous provision of services to residents.

 

Fiscal Impact

Funds for the annual costs have been included in the Health Service's 2002-03 adopted budget.
