Agreement with Dennis Israelski, M.D

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute an agreement with Dennis Israelski, M.D., for program direction of the Research and Evaluation Department and Medical Director of the AIDS Program services.

 

Background

In May 1998, you approved an agreement with Dr. Israelski which consolidated all other services provided by Dr. Israelski throughout Health Services under a single agreement/resolution. The Hospital and Clinics Department is responsible for monitoring the activities and services of Dr. Israelski.

In December 1999, you approved an agreement with Dr. Israelski for program direction of the Research and Evaluation department and Medical Director of the AIDS Program services. This agreement replaced the agreement signed in May 1998 and only covered research and evaluation. This agreement expires December 31, 2002.

 

Discussion

This agreement replaces the agreement you approved in December 1999 and covers only research and evaluation, AIDS Medical Director and Correctional Health. Under this agreement, Dr. Israelski will continue to serve as the Medical Director of the Division of Public Health's AIDS Program Clinic. At the jail, in Correctional Health, Dr. Israelski will continue to provide on-site consultation and referral services for inmates with HIV/AIDS, and teach and assist jail medical staff with patient assessment and treatment. Dr. Israelski will also serve as Director of Research for the Department. As such, he will provide leadership in the ongoing development of a research and evaluation unit. This unit is currently providing clinical trials for the AIDS Clinical Trials Unit at Stanford University and medical marijuana for the County.

The services at San Mateo Medical Center are provided under the direction of the Chief Executive Officer. The Medical Executive Committee and Quality Improvement Committee monitor and evaluate the quality of services provided by Dr. Israelski.

County Counsel and Risk Management have approved this agreement.

 

Vision Alignment

This agreement keeps the commitment to Ensure Basic Health and Safety for All and goal number 5: Provide residents access to healthcare and preventive care. The agreement contributes to this commitment and goal by continuing to provide infectious disease services to county patients.

 

Fiscal Impact

The term of this agreement is three years, from January 1, 2003 through December 31, 2005. The agreement maximum is $750,000. Of the $250,000 maximum per year that Dr. Israelski will be reimbursed, $100,000 will be paid by the AIDS Program through Ryan White funds. The remainder will be covered by reimbursement from clinical trials and the medical marijuana budget and there is no net county cost.
