BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION AUTHORIZING EXECUTION OF A MASTER AGREEMENT AND SOFTWARE LICENSE AGREEMENT WITH TIBURON, INC., FOR IMPLEMENTATION OF A SHERIFF'S OFFICE RECORDS MANAGEMENT SYSTEM

    RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that:

 

WHEREAS, the Sheriff's Office has a longstanding need for an automated records management system (RMS) to support criminal records processing, field crime and incident reporting, evidence processing, case investigation support including photo and document imaging; and

 

WHEREAS, the Sheriff's Office did, in January 2001, issue a Request For Proposals (RFP) for acquisition and implementation of said RMS system, and did conduct said RFP process in the legally proscribe manner, extensively reviewing the proposals of all viable candidates; and

 

WHEREAS, Tiburon, Inc., was ultimately selected from amongst the finalists in said

process RFP process, as being the best qualified vendor with the most appropriate product, to implement an RMS system for the Sheriff's Office; at a cost not to exceed One Million, Five Hundred Fifty-Eight Thousand, Three Hundred and Eight Six dollars ($1,558,386) and

WHEREAS, Information Services and other departments have worked with the Sheriff's Office in the vendor selection process to help ensure a comprehensive approach, and funding for this project has been identified and set aside by the Sheriff's Office so that the cost impact to the County is minimal; and

 

WHEREAS, this Board has been presented with a form of said Master Agreement, and has examined and approved same as to both form and content, and desires to enter into same; and

 

WHEREAS, it is most practical if the Software License Agreement, which entails no additional cost beyond that specified in the master agreement, can be executed at a later point in the project cycle when a complete inventory and categorization of programs and products can be determined:

 

    NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED THAT:

a) the President of this Board be, and he is hereby authorized and directed to execute said Master Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest his signature thereto; and

b) the Sheriff is hereby authorized to execute a software license agreement with Tiburon, Inc., at no additional cost to the County.
