RESOLUTION WAIVING THE REQUEST FOR PROPOSAL PROCESS AND AUTHORIZING THE EPS DIRECTOR TO SIGN AMENDMENTS TO AGREEMENTS WITH BLUE SHIELD TO PROVIDE HEALTH CARE BENEFITS FOR EMPLOYEES, RETIREES AND THEIR DEPENDENTS 2003.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, the County has received recommendations from a Labor-Management Retiree Committee to amend agreements with Blue Shield for the provision of health benefits to employees, retirees and their dependents; and

WHEREAS, the Committee has been meeting since 1994 and evaluated annual changes to the Blue Shield plan which have lower overall premiums; and

WHEREAS, the Committee has agreed not to modify Blue Shield co-payments for 2003 because of significant past increases in co-payments and recommends continuation of Blue Shield coverage without a change in co-payments for 2003;

WHEREAS, the County has received a letter from Blue Shield indicating that they will provide a contract in December, 2002 reflecting no change to the 2002 agreement other than mandated changes;

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Request for Proposal process is waived and the Employee and Public Services Director is authorized to sign an agreement with Blue Shield on behalf of the County of San Mateo upon County Counsel approval as to form.
